Sobre la república soviética Tártaro-Bashkir
Two months have already elapsed since the Third Congress of Soviets proclaimed a federal system for the Russian Republic, but the border regions, still occupied with establishing Soviet power in their areas, have not yet expressed themselves clearly and definitely on the concrete forms of federation. If we do not count the Ukraine, which is now being brutally ravaged by “civilized” bandits, and the Crimea and the Don region, which have already expressed themselves in favour of a federal tie with Russia, Tatar-Bashkiria seems to be the only region whose revolutionary organizations have definitely charted a plan of federation with Soviet Russia. We are referring to that clear-cut general outline of the organization of a Tatar-Bashkir Soviet Republic about which everyone is now talking and which was elaborated by the very influential Soviet organizations of the Tatars and Bashkirs. In compliance with the wishes of the Tatar-Bashkir revolutionary masses, and in accordance with the decision of the Third Congress of Soviets proclaiming a Russian Federation of Soviet Republics, the People’s Commissariat for the Affairs of Nationalities, in conformity with the instructions of the Council of People’s Commissars, has drafted the following statute for a Tatar-Bashkir Soviet Republic of the Russian Soviet Federation. It is for the constituent congress of Soviets of TatarBashkiria, which will be convened very shortly, to elaborate the concrete forms and details of the statute. The Central Executive Committee and the Council of People’s Commissars will, we have no reason to doubt, endorse the results of the work of this congress.

Со времени III съезда Советов, провозгласившего федеративный строй Российской
Республики, прошло уже два месяца, а окраины, все еще занятые утверждением
Советской власти на местах, до сих пор не высказались ясно и определенно о
конкретных формах федерирования. Если не считать Украины, зверски терзаемой
теперь “цивилизованными” насильниками, да Крыма и Донской области, уже
высказавшихся за федеративные связи с Россией, Татаро-Башкирия является,
кажется, единственной областью, революционные организации которой определенно
начертили план федерирования с Советской Россией. Мы имеем в виду ту метко
очерченную общую схему организации Татаро-Башкирской Советской Республики, о
которой говорят теперь все и которую разработали влиятельнейшие советские
организации татар и башкир.
Идя навстречу желаниям татаро-башкирских революционных масс и исходя из решения
III съезда Советов, провозгласившего Россию Федерацией Советских Республик,
Народный комиссариат по делам национальностей, в согласии с указанием Совета
Народных Комиссаров, выработал нижеследующее положение о Татаро-Башкирской
Советской Республике Российской Советской Федерации. Учредительный съезд Советов
Татаро-Башкирии, созыв которого не за горами, разработает конкретные формы и
детали этого положения. Центральный Исполнительный Комитет и Совет Народных
Комиссаров утвердят – мы не имеем основания сомневаться в этом– результаты работ
этого съезда.

Hace ya dos meses que el III Congreso de los Soviets proclamó el régimen federativo de la República de Rusia. Sin embargo, las regiones periféricas, dedicadas todavía a afianzar el Poder Soviético en sus territorios, aun no se han manifestado de un modo claro y preciso sobre las formas concretas de federación. Si se excluye a Ucrania, brutalmente torturada ahora por los bárbaros “civilizados”, y a Crimea y la región del Don, que se han manifestado ya en favor de los vínculos federativos con Rusia, Tártaro-Bashkiria es, según parece, la única región cuyas organizaciones revolucionarias han trazado con toda nitidez un plan de federación con la Rusia Soviética. Nos referimos al esquema general, acertadamente esbozado, de organización de la República Soviética Tártaro- Bashkir, del que todo el mundo habla ahora, redactado por las organizaciones soviéticas más influyentes de los tártaros y los bashkires. Accediendo a los deseos de las masas revolucionarias tártaro-bashkires y partiendo de las decisiones del III Congreso de los Soviets, que ha proclamado a Rusia Federación de Repúblicas Soviéticas, el Comisariado del Pueblo de las Nacionalidades, de acuerdo con las indicaciones del Consejo de Comisarios del Pueblo, ha redactado el Estatuto de la República Soviética Tártaro-Bashkir de la Federación Soviética de Rusia que se publica a continuación. El Congreso Constituyente de los Soviets de Tártaro-Bashkiria, cuya convocatoria no está muy lejana, determinará las formas concretas y los detalles de este Estatuto.
