The Ukraine with its natural wealth has long been an object of imperialist exploitation.
Before the revolution the Ukraine was exploited by the Western imperialists quietly, so to speak, without “military operations.” French, Belgian and British imperialists organized huge enterprises in the Ukraine (coal, metal, etc.), acquired the majority of the shares and proceeded to suck the blood out of the Ukrainian people in the usual, “lawful” and unobtrusive way. After the October Revolution the picture changed. The October Revolution snapped the threads of imperialism and proclaimed the land and the factories the property of the Ukrainian people, making it impossible for the imperialists to exploit in the “ordinary,” “unobtrusive” way. Imperialism was thus expelled from the Ukraine.
But imperialism had no desire to yield and positively refused to reconcile itself to the new situation. Hence the “necessity” for the forcible enslavement of the Ukraine, the “necessity” for its occupation.
The Austro-German imperialists were the first to undertake the occupation of the Ukraine. The “Rada” and the “Hetmanship,” with their “independence,” were only playthings and a convenient screen for this occupation, giving outward “sanction” to the exploitation of the Ukraine by the Austro-German imperialists. Who is not familiar with the endless humiliations and tribulations undergone by the Ukraine during the Austro-German occupation, the destruction of workers’ and peasants’ organizations, the complete disruption of industry and railway transport, the hangings and shootings, which were such commonplace features of Ukrainian “independence” under the aegis of the Austro-German imperialists? But the defeat of Austro-German imperialism and the victory of the German revolution have fundamentally changed the situation in the Ukraine. The road is now open for the liberation of labouring Ukraine from the imperialist yoke. The ruination and enslavement of the Ukraine are coming to an end. The fires of revolution now spreading in the Ukraine will consume the last remnants of imperialism and its “national” hangerson. The “Provisional Workers’ and Peasants’ Government”38 which has risen on the tide of revolution will build a new life based on the rule of the Ukrainian workers and peasants. The “Manifesto” of the Ukrainian Soviet Government, which restores the landlords’ land to the peasants, the mills and factories to the workers, and full liberty to the labouring and exploited—this historic “Manifesto” will reverberate like thunder through the Ukraine, striking fear into the hearts of its enemies, and ring out like a joyful peal of bells, gladdening and consoling the oppressed sons of the Ukraine.
But the struggle is not yet over, the victory is not yet secure. The real struggle in the Ukraine has only just begun.
At a time when German imperialism is at its last gasp and the “Hetmanship” in its death agony, British and French imperialism is massing forces and preparing to land troops in the Crimea for the occupation of the Ukraine. They, the Anglo-French imperialists, want to fill the place left vacant by the German invaders of the Ukraine. At the same time, a “Ukrainian Directory”39 is appearing on the scene, headed by the adventurer Petlura, with the slogan of the old “independence” in a “new” form—as a new screen, one more convenient than the “Hetmanship,” for the new, Anglo-French, occupation of the Ukraine! The real struggle in the Ukraine is still to come. We have no doubt that the Ukrainian Soviet Government will be able to administer a fitting rebuff to the new uninvited guests—the would-be enslavers from Britain and France. We have no doubt that the Ukrainian Soviet Government will be able to expose the reactionary role of the adventure-seekers of the Vinnichenko-Petlura camp who, willingly or unwillingly, are paving the way for the incursion of the Anglo-French enslavers.
We have no doubt that the Ukrainian Soviet Government will be able to rally around itself the workers and peasants of the Ukraine and lead them with credit to battle and victory.
We call upon all loyal sons of the Soviet Ukraine to come to the aid of the young Ukrainian Soviet Government and help it in its glorious fight against the stranglers of the Ukraine.
The Ukraine is liberating itself. Hasten to its aid!

Украина с ее богатствами уже давно является объектом империалистической эксплуатации.
До революции Украину эксплуатировали империалисты Запада, так сказать,
втихомолку, без “военных операций”. Организовав на Украине громадные предприятия
(по углю, металлу и т.д.) и забрав в свои руки большинство акций, империалисты
Франции, Бельгии и Англии высасывали соки из украинского народа в порядке
легальном, “законном”, без шума.
После Октябрьской революции картина изменилась. Октябрьская революция, порвав
нити империализма и объявив земли и предприятия достоянием украинского народа,
отняла у империалистов возможность “обычной”, “бесшумной” эксплуатации. Тем
самым империализм был изгнан из Украины.
Но империализм не хотел уступить, он ни за что не хотел мириться с новым
положением. Отсюда “необходимость” насильственного порабощения Украины,
“необходимость” ее оккупации.
Австро-германские империалисты были первыми, которые пошли на оккупацию Украины.
“Рада” и “гетманство” с их “самостийностью” были лишь игрушкой, ширмой, удобно
прикрывающей эту оккупацию, внешне “санкционирующей” эксплуатацию Украины
австро-германскими империалистами.
Бездна унижений и испытаний, пережитых Украиной за время австро-германской
оккупации, разрушение рабочих и крестьянских организаций, полное расстройство
промышленного и железнодорожного дела, виселицы и расстрелы, – кому не известны
эти обычные картины “самостийности” Украины под эгидой империалистов
Австро-Германии?
Но разгром австро-германского империализма и победа германской революции
изменили положение Украины в корне. Открылся путь освобождения трудовой Украины
от ига империализма. Разорению и порабощению Украины приходит конец.
Разгорающийся на Украине революционный пожар сметет последние остатки
империализма с их “национальными” привесками. Возникшее на волнах революции
“Временное рабоче-крестьянское правительство Украины”[38] будет налаживать новую
жизнь на началах господства рабочих и крестьян Украины. “Манифест” Украинского
Советского правительства, возвращающий крестьянам помещичьи земли, рабочим –
фабрики и заводы, всем трудящимся и эксплуатируемым - полную свободу, – этот
исторический “манифест” пронесется громом по Украине на страх врагам Украины,
прозвучит благодатным колокольным звоном на радость и утешение угнетенным сынам
Украины.
Но борьба еще не кончена, победа еще не обеспечена. Настоящая борьба на Украине только началась.
В то время, как немецкий империализм доживает последние дни, а “гетманство”
переживает последние судороги, англо-французский империализм сосредоточивает
войска и готовит десант в Крыму для оккупации Украины. Они, англо-французские
империалисты, хотят занять теперь вакантное место немецких оккупантов Украины.
Вместе с тем всплывает на поверхность “Украинская директория” [39] во главе с
авантюристом Петлюрой, с лозунгом старой “самостийности” на “новый” лад, –
новая, более удобная, чем “гетманство”, ширма для новой англо-французской
оккупации Украины! Настоящая борьба на Украине еще впереди. Мы не сомневаемся,
что Украинское Советское правительство сумеет дать должный отпор новым
непрошенным гостям-поработителям из Англии и Франции.
Мы не сомневаемся, что Украинское Советское правительство сумеет разоблачить
реакционную роль искателей приключений из лагеря Винниченко – Петлюры, вольно
или невольно подготовляющих пришествие англо-французских поработителей.
Мы не сомневаемся, что Украинское Советское правительство сумеет сплотить вокруг
себя рабочих и крестьян Украины и с честью поведет их на борьбу и победу.
Мы призываем всех верных сынов Советской Украины прийти на помощь молодому
Советскому правительству Украины и облегчить ей ее славную борьбу с душителями
Украины.
Украина освобождается – спешите к ней на помощь!

Ucrania, con sus riquezas, es, desde hace mucho, objeto de la explotación imperialista. Antes de la revolución, los imperialistas de Occidente explotaban a Ucrania, por decirlo así, a la chita callando, sin “operaciones militares”. Los imperialistas de Francia, de Bélgica y de Inglaterra, que habían organizado en Ucrania enormes empresas (carbón, metal, etc.) y se habían adueñado de la mayoría de las acciones, exprimían al pueblo ucraniano de un modo “legal”, sin ruido. El panorama cambió después de la Revolución de Octubre. La Revolución de Octubre, al romper los hilos del imperialismo y declarar las tierras y las empresas patrimonio del pueblo ucraniano, arrebató a los imperialistas la posibilidad de la explotación “corriente”, “silenciosa”. De tal modo, el imperialismo fue expulsado de Ucrania. Pero el imperialismo no quería cejar, no quería por nada del mundo resignarse con la nueva situación. De ahí la “necesidad” de avasallar a Ucrania por la fuerza, la “necesidad” de ocuparla. Los imperialistas austro-alemanes fueron los primeros que emprendieron la ocupación de Ucrania. La “Rada” y el “hetmanado”, con su “independencia”, eran sólo un juguete, una pantalla que encubría cómodamente esta ocupación y “sancionaba” exteriormente la explotación de Ucrania por los imperialistas austro-alemanes. ¿Quién no conoce las infinitas vejaciones y pruebas sufridas por Ucrania durante la ocupación austro-alemana, el aniquilamiento de las organizaciones obreras y campesinas, el desbarajuste completo de la industria y de los ferrocarriles, las horcas y los fusilamientos, cuadros habituales de la “independencia” de Ucrania bajo la égida de los imperialistas de Austria y Alemania? Pero la derrota del imperialismo austro-alemán y la victoria de la revolución alemana han modificado radicalmente la situación en Ucrania. Está abierto el camino por el que la Ucrania trabajadora se liberará del yugo imperialista. Tocan a su fin la ruina y el avasallamiento de Ucrania. El incendio revolucionario que se propaga en Ucrania suprimirá los últimos restos del imperialismo con sus apéndices “nacionales”. El “Gobierno Provisional Obrero y Campesino de Ucrania”38, surgido en las olas de la revolución, organizará una nueva vida sobre la base del dominio de los obreros y campesinos de Ucrania. El “manifiesto” del Gobierno Soviético Ucraniano, que devuelve a los campesinos las tierras de los terratenientes, a los obreros las fábricas y a todos los trabajadores y explotados la libertad completa, este histórico “manifiesto” recorrerá como un trueno Ucrania, para espanto de sus enemigos, sonará como feliz repiqué para alegría y consuelo de los hijos oprimidos de Ucrania. Ahora bien, la lucha aun no ha terminado, la victoria aun no está asegurada. La verdadera lucha en Ucrania no hace sino comenzar. Mientras el imperialismo alemán vive sus últimos días y el “hetmanado” se retuerce en sus últimas convulsiones, el imperialismo anglo-francés concentra tropas y prepara un desembarco en Crimea, para la ocupación de Ucrania. Los imperialistas anglo-franceses quieren suceder ahora en el lugar vacante a los invasores alemanes de Ucrania. Al propio tiempo, sale a flote el “Directorio Ucraniano”39, presidido por el aventurero de Petliura, con la consigna de la vieja “independencia” bajo un “nuevo” aspecto: ¡una pantalla nueva, más cómoda que el “hetmanado”, para la nueva ocupación anglo- francesa de Ucrania! La verdadera lucha en Ucrania aun está por delante. No dudamos de que el Gobierno Soviético Ucraniano sabrá repeler del modo debido a los nuevos visitantes no invitados, los esclavizadores llegados de Inglaterra y de Francia. No dudamos de que el Gobierno Soviético Ucraniano sabrá denunciar el papel reaccionario de los buscadores de aventuras del bando de Vinnichenko-Petliura, que, voluntaria o involuntariamente, preparan la invasión de los esclavizadores anglo-franceses. No dudamos de que el Gobierno Soviético Ucraniano sabrá agrupar a su alrededor a los obreros y campesinos de Ucrania y conducidos con honor a la lucha y a la victoria. Llamamos a todos los hijos fieles de la Ucrania Soviética a ir en ayuda del Joven Gobierno Soviético Ucraniano y a facilitar su gloriosa lucha contra los verdugos de Ucrania. ¡Ucrania se libera, apresuraos a acudir en su ayuda!
