Speaking of the general situation, it must be said that a certain stability of the front in the near term has been secured, and it is necessary to establish right now a Military Revolutionary Committee for Vyatka Province. If the enemy advances further, he will be aided by counter-revolutionary uprisings from within, which can be successfully combated only by a small, mobile organization, which is precisely what a Military Revolutionary Committee should be.

What is now necessary is the organization of a new center, to include representatives:

1) from the Provincial Executive Committee,
2) from the Regional Council,
3) from the Provincial Party Committee,
4) from the Extraordinary Commission,
5) from the District Military Commissariat.

All forces and all resources must be concentrated in the hands of the Vyatka Military Revolutionary Committee, but the current work of the Soviet organs must not be halted -- it must be intensified.

Following the model of the provincial center, similar organs must be established in the districts.

With the aid of such a network of revolutionary committees, communication with the localities will be realized.

And only in this way shall we be prepared for a new offensive.

Comrade Stalin formulates his proposal: For the purpose of strengthening and securing the rear and unifying the activity of all Soviet and Party organizations of Vyatka Province, the Vyatka Military Revolutionary Committee is hereby established, and its decisions, as the supreme organ of Soviet power in the province, shall be binding upon the aforementioned institutions and organizations.
