As to the general situation, it should be said that for the immediate future a certain stability at the front is assured and it is just now that a Revolutionary Military Committee of the Vyatka Gubernia must be formed. If the enemy advances, he will have the aid of counter-revolutionary revolts from within, which can only be coped with by a small and mobile organization such as the Revolutionary Military Committee should be.
It is necessary at once to form a new centre, comprising representatives of: 1) The Gubernia Executive Committee;
2) The Regional Soviet;
3) The Gubernia Party Committee;
4) The Extraordinary Commission;
5) The Area Military Commissariat.
All forces and resources must be concentrated in the hands of the Vyatka Revolutionary Military Committee. However, the current work of the Soviet bodies should not be suspended; on the contrary, it must be intensified.

Similar organs must be formed in the uyezds, on the same pattern as the gubernia centre.
Given such a network of revolutionary committees, contact with the localities will be assured. And only then shall we be ready for a new offensive. Comrade Stalin formulated his proposal as follows: With the object of strengthening and securing the rear and uniting the activities of all the Soviet and Party organizations of the Vyatka Gubernia, a Vyatka Revolutionary Military Committee shall be set up, the decisions of which, as the highest organ of Soviet power in the gubernia, shall be binding on the above-mentioned institutions and organizations.

По нашим сведениям, вокруг Врангеля собралась группа опытных, отчаянных
головорезов-генералов, которые ни перед чем не остановятся.
Солдаты Врангеля сколочены в части великолепно, дерутся отчаянно и сдаче в плен
предпочитают самоубийство.
Технически войска Врангеля снабжены лучше наших, подвоз с запада танков,
бронемашин, самолетов, патронов, обмундирования продолжается до сего времени,
несмотря на заявления Англии о прекращении подвоза.
Слабость наших войск, дерущихся против Врангеля, состоит в том, что: во-первых,
они разбавлены военнопленными – бывшими деникинцами, нередко перебегающими на
сторону противника, и, во-вторых, они не получают из центра ни группами, ни
одиночками добровольцев или мобилизованных коммунистов.
Необходимо очистить эти войска от бывших военнопленных и регулярно снабжать их
большими партиями добровольцев или мобилизованных коммунистов для того, чтобы
создать в них перелом и дать им возможность победить лютого врага.
Крым должен быть возвращен России во что бы то ни стало, ибо, в противном
случае, Украина и Кавказ всегда будут угрожаемы со стороны врагов Советской
России.
ЦК обязывает вас усилить массовую агитацию в духе настоящего циркулярного письма
и незамедлительно организовать регулярную отправку коммунистов на Крымский
фронт, хотя бы в ущерб другим фронтам.

19 de enero de 1919 (Acta) Al hablar de la situación general, es necesario decir que se ha asegurado cierta estabilidad del frente para el futuro inmediato y que se debe crear, precisamente ahora, el Comité Militar Revolucionario de la provincia de Viatka. Si el enemigo avanza, le ayudarán las insurrecciones contrarrevolucionarias en el interior, contra las que sólo puede luchar con éxito una organización reducida, móvil, como debe ser el Comité Militar Revolucionario. Es necesario organizar ahora mismo un nuevo centro del que formen parte representantes: 1) del Comité Ejecutivo Provincial, 2) del Soviet Regional, 3) del Comité Provincial del Partido, 4) de la Comisión Extraordinaria, 5) del Comisariado Militar de la Zona. Se debe concentrar en manos del Comité Militar Revolucionario de Viatka todas las fuerzas, todos los medios, pero no se deberá suspender, sino intensificar, el trabajo corriente de los órganos soviéticos. Con arreglo al modelo de la capital de la provincia, se deberán crear órgano análogo en lo distrito. El contacto con las localidades se efectuará mediante esta red de comités revolucionarios. Sólo así estaremos preparados para una nueva ofensiva El camarada Stalin formula su propuesta: A fin de fortalecer y asegurar la retaguardia y para unificar la actividad de todas las organizaciones del Partido y de los Soviets de la provincia de Viatka, se constituye el Comité Militar Revolucionario de Viatka, cuyas decisiones, como órgano supremo del Poder Soviético en la provincia, son acatadas por dichas instituciones y organizaciones.
