Comrade Stalin pointed out that the department of State Control was the only one which had not undergone the purging and reconstruction to which all the others had been subjected. To achieve real and genuine control, not control on paper, it was necessary, in the opinion of the speaker, to re-organize the existing State Control staff by replenishing it with new and fresh forces. The existing workers’ control bodies should be united into a single whole, and all the forces engaged in control should be incorporated in the general State Control. Hence, the basic idea of the re-organization was to democratize State Control and to bring it into closer contact with the masses of workers and peasants. The draft decree submitted by the speaker was
unanimously approved.

Товарищ Сталин указывает, что Государственный Контроль – это единственное
ведомство, которое до сих пор не подверглось той чистке и ломке, которые
претерпели все другие учреждения. Для того, чтобы добиться настоящего,
фактического, а не бумажного контроля, нужно, по мнению докладчика,
реорганизовать существующий аппарат Государственного Контроля путем пополнения
его новыми, свежими силами. Необходимо существующие органы рабочего контроля
объединить в одно целое, и все силы, которые занимаются контролем, влить в общий
Государственный Контроль. Основной идеей реорганизации Государственного
Контроля, таким образом, является его демократизация и сближение с массами
рабочих и крестьян.
Предложенный докладчиком проект декрета[68] единогласно принимается.

Informe pronunciado el 9 de abril de 1919 en la sesión del Comité Ejecutivo Central, de toda Rusia (Referencia de prensa) El camarada Stalin señala que el Control Estatal es la única institución a la que aun no han llegado la limpieza y la reorganización radical por que han pasado todas las demás instituciones. Para conseguir un control real y verdadero, y no un control sobre el papel, es necesario, a juicio del informante, reorganizar el actual aparato del Control Estatal, incorporándole nuevas fuerzas de refresco. Es preciso unificar todos los órganos existentes de control obrero en un todo único, e incorporar todas las fuerzas que se ocupan del control al aparato general del Control Estatal. La idea básica de la reorganización del Control Estatal es, pues, su democratización y su acercamiento a las masas obreras y campesinas. El proyecto de decreto68 presentado por el informante es aprobado por unanimidad.
