Telegrama al inspector extraordinario del control estatal en Schigri
In the course of the inquiry into the causes of the agrarian disorders, besides inquiring into the general political sentiment of the peasant masses of the uyezd, please pay attention to the following:
1) The policy of the Land Department and the State Farms Board in the organizing of state farms. Have there been cases of irregular appropriation of peasant holdings for the organization of state farms? Has their organization been accompanied by other coercive actions materially affecting the condition of the peasant farms? 2) The policy of the Land Department in the organizing of collective farming. Have there been elements of coercion in the organizing of agricultural communes and artels, common ploughing, etc.? Has the organizing of collective farming been accompanied by infringements of the vital interests of the local peasantry?
3) The policy of the Chief Sugar Board in nationalizing land for sugar-beet plantations. Is nationalization being carried out in a way which is against the fundamental interests of the peasants? Are the nationalized tracts of land making it difficult for the peasants to use their holdings? Have there been other actions liable to incense the peasants (e.g., assignment of land to sugar

refineries obviously in excess of their actual requirements; nationalization of tracts of land not formerly used for sugar-beet cultivation, etc.)?
4) Also the following questions: Is not the agrarian unrest due to land shortage in the district? Has the land of non-labouring elements been placed at the disposal of the peasants, and on what conditions? Are there any actions in general on the part of the Uyezd Land Department or any of its officials, or on the part of volost land departments, likely to incense the peasants because they do not conform with the instructions of the centre or the requirements of expediency? Also, have there been instances of passivity or abuse of office on the part of the authorities?

При производстве обследования причин возникновения аграрных беспорядков, кроме
обследования общего политического настроения крестьянских масс в уезде, прошу
вас обратить внимание:
1) На политику Земельного отдела и Управления совхозами при организации
советских хозяйств: не было ли случаев неправомерного изъятия из пользования
крестьян земель для организации советских хозяйств; не сопровождалась ли
организация их другими принудительными действиями, отражающимися материально на
состояний крестьянского хозяйства.
2) На политику Земотдела при организации коллективного земледелия: не были ли
проявлены элементы принуждения в деле организации сельскохозяйственных коммун,
артелей, общественных запашек и т.д.; не сопровождалась ли организация
коллективного земледелия нарушением существенных интересов местного
крестьянства.
3) На политику Главсахара в деле национализации земель под свеклосахарные
плантации: не проводится ли национализация с нарушением коренных интересов
крестьянства; не причиняют ли национализированные земельные участки затруднений
в крестьянском землепользовании; нет ли других действий, могущих вызвать
возмущение крестьянства (например, удержание за сахарными заводами земельных
площадей, явно превышающих действительные их потребности; национализация
земельных участков, не бывших ранее под сахарной свеклой и т.д.).
4) На следующие еще вопросы: не являются ли аграрные волнения следствием
малоземелья в данном районе; поступили ли в крестьянское пользование земли
нетрудовых элементов и на каких условиях; нет ли вообще в деятельности уездного
Земотдела или отдельных его представителей, или в деятельности волостных
земотделов поступков, могущих вызвать возмущение крестьянства вследствие их
несоответствия распоряжениям центра и требованиям целесообразности, а также нет
ли бездействия власти и злоупотреблений в делах.
Получение телеграммы и принятые меры телеграфируйте Госкону.

Al investigar las causas de los disturbios producidos en el campo, además de averiguar el estado político general de las masas campesinas del distrito, le ruego que preste atención: 1) A la política seguida por el Departamento Agrario y la Dirección de Sovjóses en la organización de las haciendas soviéticas: si ha habido casos no autorizados por la ley de incautación de tierras que se hallen en usufructo de los campesinos, para la organización de las haciendas soviéticas; si ha ido acompañada dicha organización de otras medidas coercitivas que hayan repercutido en la situación material de la hacienda campesina. 2) A la política del Departamento Agrario en la organización de la agricultura colectiva: si ha habido elementos de coerción en la organización de las comunas y arteles agrícolas, del laboreo colectivo, etc.; si en la organización de la agricultura colectiva se ha lesionado los intereses vitales de los campesinos del lugar. 3) A la política del Comité General del Azúcar en la nacionalización de tierras para las plantaciones de remolacha azucarera: si al proceder a la nacionalización se lesionan los intereses esenciales de los campesinos; si los terrenos nacionalizados ocasionan dificultades en el usufructo de la tierra por los campesinos; si hay otros hechos que puedan motivar la indignación de los campesinos (por ejemplo, la retención, por las fábricas de azúcar, de superficies de terreno manifiestamente superiores a sus verdaderas necesidades; la nacionalización de terrenos no dedicados antes al cultivo de la remolacha azucarera, etc.). 4) Además, a las siguientes cuestiones: si la excitación en el campo es fruto de la falta de tierra en ese distrito; si han sido puestas a disposición de los campesinos las tierras de los elementos no trabajadores y en qué condiciones; si hay, en general, en la gestión del Departamento Agrario del distrito o de algunos de sus representantes, o en la gestión de los Departamentos Agrarios de los subdistritos, actos que puedan provocar la indignación de los campesinos por no responder a las instrucciones del centro o por ser inadecuados, y también si existe incuria y abusos por parte de las autoridades.
