Comrades,
On behalf of the Central Committee of the Communist Party I have been charged with opening this Second Congress of representatives of the Moslem communist organizations of the East.79
Since the First Congress, a year has elapsed. This interval has been marked by two important events in the history of socialism. The first is the revolutionizing of Western Europe and America and the birth of Communist Parties over there, in the West; the second is the awakening of the peoples of the East, the growth of the revolutionary movement in the East, among the oppressed peoples of the East. Over there, in the West, the proletarians are threatening to demolish the vanguard of the imperialist powers and to take power into their own hands. Here the proletarians are threatening to disrupt imperialism’s rear, the East, the source of its wealth, because the East is the basis on which the wealth of imperialism is built; it is from there that it derives its strength, and it is to there that it proposes to retire if it is beaten in Western Europe.
A year ago, in the West, world imperialism was threatening to surround Soviet Russia with a tight ring. It now turns out that it is itself surrounded, because it is being struck at both on the flanks and in the rear. When, a year ago, the delegates to the First Moslem Congress of the Peoples of the East were about to leave for their homes, they vowed to do everything in their power to rouse the peoples of the East from their slumber and to erect a bridge between the revolution in the West and the oppressed peoples in the East. Reviewing this work now, we may note with satisfaction that this revolutionary activity has not been in vain, that a bridge has been erected against those who strangle the liberty of all the oppressed peoples. Lastly, if our forces, our Red forces, have advanced eastward so swiftly, not the least factor contributing to this, of course, has been your work, comrade delegates. If the road to the East is now open, that too the revolution owes to the supreme efforts of our comrades, the delegates here, in the work they have latterly accomplished. Only the solidarity of the Moslem communist organizations of the peoples of the East—and, first and foremost, of the Tatars, Bashkirs, Kirghiz and the peoples of Turkestan—can explain those rapid developments which we observe in the East. I have no doubt, comrades, that this Second Congress, which is more comprehensive both quantitatively and qualitatively than the First, will be able to continue the work already begun of awakening the peoples of the East, the work of strengthening the bridge erected between West and East, the work of emancipating

the working masses from the age-long yoke of imperialism. Let us hope that the banner raised at the First Congress, the banner of the emancipation of the labouring masses of the East, the banner of the destruction of imperialism, will be borne with honour to the goal by the militants of the Moslem communist organizations. Мне поручено от имени ЦК коммунистической партии открыть II съезд представителей
мусульманских коммунистических организаций на Востоке[79].
Со времени I съезда прошел год. За это время в истории социализма произошло два
важных события. Первое – это революционизирование Западной Европы и Америки и
нарождение коммунистической партии там, на Западе, второе – пробуждение народов
Востока, рост революционного движения на Востоке, среди угнетенных народов
Востока. Там, на Западе, пролетарии грозят разгромить авангард
империалистических держав и взять власть в свои руки. Здесь пролетарии грозят
разрушить тыл империализма – Восток, как источник богатства, потому что Восток –
это основа, на которой строит свои богатства империализм, это тот источник,
откуда он черпает силы, и куда хочет он отступить, если будет разбит в Западной
Европе.
Год назад на Западе всемирный империализм грозил окружить Советскую Россию
тесным кольцом. Теперь оказывается, что он сам окружен, потому что его бьют и
на флангах и в тылу. Разъезжаясь год назад, делегаты I мусульманского съезда
народов Востока клялись сделать все от них зависящее, чтобы поднять от спячки
народы Востока, проложить мост между революцией Запада и угнетенными народами
Востока. Теперь, обозревая эту работу, можно с удовлетворением констатировать,
что эта революционная работа не пропала даром, что мост против душителей свободы
всех угнетенных народов воздвигнут.
Наконец, если наши войска, наши красные войска продвинулись на Восток так
стремительно, то, конечно, не последнюю роль сыграла ваша работа, товарищи
делегаты. Если ныне дорога на Восток открыта, то опять революция обязана этим
величайшему труду наших товарищей делегатов, совершивших эту работу за последнее
время.
Только сплоченностью мусульманских коммунистических организаций народов Востока,
прежде всего, татар, башкир, киргиз, народов Туркестана, – только сплоченностью
их можно объяснить ту быстроту развития событий, которую мы наблюдаем на
Востоке.
Я не сомневаюсь, товарищи, что этот съезд, II съезд, более богатый и в
количественном и в качественном отношении, чем I съезд, сумеет продолжить
начатую работу по пробуждению народов Востока, по укреплению моста, перекинутого
между Западом и Востоком, работу по освобождению трудящихся масс от векового
гнета империализма.
Будем надеяться, что знамя, поднятое I съездом, знамя освобождения трудящихся
масс Востока, знамя разгрома империализма, будет донесено до конца с честью
работниками коммунистических мусульманских организаций. (Аплодисменты.)

22 de noviembre de 1919 Camaradas: El Comité Central del Partido Comunista me ha encomendado inaugurar el II Congreso de representantes de las organizaciones comunistas musulmanas del Oriente79. Ha pasado un año desde que se celebró el I Congreso. En ese tiempo han ocurrido dos importantes acontecimientos en la historia del socialismo. El primero es la revolucionarización de la Europa Occidental y de América y el nacimiento de Partidos Comunistas allí, en el Occidente; el segundo acontecimiento es el despertar de los pueblos orientales, el desarrollo del movimiento revolucionario en el Oriente, entre los pueblos oprimidos del Oriente. Allí, en el Occidente, los proletarios amenazan con aplastar la vanguardia de las potencias imperialistas y con tomar el Poder en sus manos. Aquí, los proletarios amenazan con destruir la retaguardia del imperialismo, el Oriente, manantial de riquezas, porque el Oriente es la base sobre la que el imperialismo erige su riqueza; de aquí saca fuerzas y aquí se propone retirarse si es derrotado en la Europa Occidental. Hace un año, en el Occidente, el imperialismo mundial amenazaba con establecer un estrecho cerco en torno de la Rusia Soviética. Ahora resulta que el propio imperialismo está cercado, porque le golpean en los flancos y en la retaguardia. Hace un año, cuando los delegados al I Congreso Musulmán de los Pueblos del Oriente se disponían a regresar a los lugares de procedencia, juraron que harían todo lo posible para sacar de su letargo a los pueblos del Oriente y para tender un puente entre la revolución en el Occidente y los pueblos oprimidos del Oriente. Ahora, al analizar este trabajo, podemos comprobar con satisfacción que esa labor revolucionaria no ha sido vana, que el puente contra quienes estrangulan la libertad, de todos los pueblos oprimidos se ha tendido. Finalmente, en el impetuoso avance de nuestras fuerzas, de nuestras tropas rojas hacia el Este, vuestro trabajo, camaradas delegados, ha desempeñado, naturalmente, un papel de no poca importancia. Si el camino del Este lo tenemos hoy abierto, eso también lo debe la revolución a los inmensos esfuerzos de los camaradas delegados, a la labor que ellos han venido desplegando en los últimos tiempos. Sólo la cohesión de las organizaciones comunistas musulmanas de los pueblos del Oriente -en primer lugar, de los tártaros, de los bashkires, de los kirguises y de los pueblos del Turkestán- puede explicar el rápido desarrollo de los acontecimientos que observamos en el Oriente. No dudo, camaradas, de que este II Congreso, superior al I Congreso cuantitativa y cualitativamente, sabrá proseguir la labor iniciada, la labor de despertar a los pueblos del Oriente, la labor de afianzar el puente tendido entre el Occidente y el Oriente, la labor de emancipar a las masas trabajadoras del yugo secular del imperialismo. Confiemos en que la bandera enarbolada por el I Congreso, la bandera de la liberación de las masas trabajadoras del Oriente, la bandera de la destrucción del imperialismo, será llevada con honor hasta la meta por los militantes de las organizaciones comunistas musulmanas. (Aplausos.)
