A los soviets de diputados y a las organizaciones del partido del Turkestán
With the liberation of the Eastern border regions, it becomes the task of Party and Soviet officials to draw the labouring masses of the nationalities of these regions into the common work of building a socialist state. It is necessary to raise the cultural level of the labouring masses and to educate them in a socialist way, to promote a literature in the local languages, to appoint local people who are most closely connected with the proletariat to the Soviet organizations and draw them into the work of administering the territory. Only in that way can Soviet power become near and dear to the working people of Turkestan. It should be borne in mind that Turkestan, because of its geographical position, is a bridge connecting socialist Russia with the oppressed countries of the East, and that in view of this the consolidation of Soviet power in Turkestan may exert a supreme revolutionizing influence on the entire East. The above-mentioned task is therefore of exceptional importance to Turkestan. Executive Committee of Soviets and the Council of People’s Commissars couched in the spirit of the circular letter, and expresses its full conviction that the Party and Soviet officials of Turkestan, and, first and foremost, the national departments of the Soviets, will discharge with credit the task entrusted to them. С освобождением восточных окраин перед партийно-советскими работниками встает
задача вовлечения трудовых масс национальностей этих окраин в общую работу
строительства социалистического государства. Необходимо поднять культурный
уровень трудовых слоев, просветить их социалистически, развить литературу на
местных языках, ввести наиболее близких к пролетариату местных людей в советские
организации, приобщить их к делу управления краем.
Только таким образом можно будет сделать Советскую власть близкой и родной для
трудящихся Туркестана.
Следует принять к сведению, что Туркестан по своему географическому положению
является мостом, соединяющим социалистическую Россию с угнетенными странами
Востока, что ввиду этого укрепление Советской власти в Туркестане может возыметь
величайшее революционизирующее значение для всего Востока. Именно поэтому
упомянутая выше задача приобретает для Туркестана исключительно важное значение.
Напоминая о ряде решений Центрального Комитета партии, ВЦИК Советов и Совета
Народных Комиссаров в духе предлагаемого циркулярного письма, Народный
комиссариат по делам национальностей выражает полную уверенность, что
партийно-советские работники Туркестана и, прежде всего, национальные отделы
Совдепов сумеют с честью выполнить возложенную на них задачу.

La liberación de las regiones periféricas orientales ha planteado ante los funcionarios del Partido y de los Soviets la tarea de incorporar a las masas trabajadoras de las nacionalidades de esas regiones a la obra común de edificar el Estado socialista. Es preciso elevar el nivel cultural de las capas trabajadoras, instruirlas en el sentido socialista, desarrollar la literatura en las lenguas nacionales, llevar a las organizaciones soviéticas a los hombres del país más afines al proletariado e incorporarlos a la administración del territorio. Sólo así se podrá hacer que el Poder Soviético sea querido por los trabajadores del Turkestán y cercano a ellos. Debe tenerse en cuenta que el Turkestán es por su situación geográfica, el puente que une la Rusia socialista con los países oprimidos del Oriente, razón por la cual el fortalecimiento del Poder Soviético en el Turkestán puede tener la mayor trascendencia revolucionaria para todo el Oriente. Por eso mismo, la tarea arriba mencionada adquiere para el Turkestán una significación de importancia excepcional. El Comisariado del Pueblo de las Nacionalidades llama la atención sobre varios acuerdos del Comité Central del Partido, del Comité Ejecutivo Central de los Soviets de toda Rusia y del Consejo de Comisarios del Pueblo, penetrados del mismo espíritu que la carta circular que se ofrece, y expresa la completa seguridad de que los funcionarios del Partido y de los Soviets del Turkestán y, ante todo, los departamentos nacionales de los Soviets de Diputados sabrán cumplir honrosamente la tarea que les ha sido encomendada.
