1. From the clothing reserves at the disposal of the Chief Supply Administration of the Army, the following are to be transferred for the workers of the Donbas: - Footwear: 7,000 pairs
- Shirts/tunics: 1,000
- Greatcoats: 6,000
- Trousers: 3,000
- Undershirts: 200
- Underpants: 2,000
- Bast shoes: 35,000

2. The Chief Supply Administration of the Army is instructed to provide for the workers of the Donbas within three months: - In March: 20,000
- In April: 30,000
- In May: 30,000
complete sets of clothing, including footwear.

3. The workshops of the Military Supply Department located in Lugansk and Taganrog are to be adapted primarily for servicing the Donbas, and the Chief Supply Administration of the Army is instructed within 10 days to determine and report what quantity of clothing and footwear can be manufactured in these workshops.

4. All orders for textiles and other materials for the tailoring of clothing addressed to the Donbas are to be transferred to the disposal of the Chief Supply Administration of the Army, with the exception of what can go toward meeting the needs of the families of Donbas workers.

5. A priority order for the Donbas is to be requisitioned from the center for the necessary materials, in accordance with the attached schedule.

6. The Chief Textile Administration is directed to instruct the Orel Provincial Textile Administration not to delay the release of rope for the manufacture of bast sandals.

7. The distribution apparatus of the Central Coal Administration for clothing is to be organized along military lines, with representatives of the Chief Supply Administration of the Army introduced into it...
