On Political and Educational Work.
The Political Department of the South-Western Front is instructed within one week to organize, at the Central Administration of the Coal Industry, a Political Department of the Coal Industry with the functions of registering and distributing Communists in the Donbas, organizing Party cells at enterprises and directing their work, organizing broad mass agitation through the convening of non-party conferences of workers and peasants of the Donbas, and organizing political-educational and cultural-educational institutions and directing their work.
The candidate for the position of head of the Political Department of the Coal Industry shall be nominated by the Ukrainian Council of the Labour Army and submitted for confirmation to the CC of the RCP(b) and the CC of the CP(b) of Ukraine.

О политической и просветительной работе.
Поручить Политотделу Югозапфронта в недельный срок организовать при Центральном управлении угольной промышленности Политотдел угольной промышленности с функциями учета и распределения коммунистов в Донбассе, организации партячеек на предприятиях и руководства их работой, организации широкой массовой агитации путем созыва беспартийных конференций рабочих и крестьян Донбасса, организации политпросветительных и культурно-просветительных учреждений и руководства их работой.
Кандидат на должность заведующего Политотделом угольной промышленности выдвигается Укрсовтрудармом и представляется на утверждение ЦК РКП(б) и ЦК КП(б)У.
