A LETTER TO THE PRESIDIUM OF THE TWENTYSECOND LENINGRAD GUBERNIA PARTY CONFERENCE

Carta a la presidencia de la XXII conferencia provincial del partido de Leningrado
Dear comrades,
Information has reached the Secretariat of the Central Committee of the R.C.P.(B.) to the effect that certain members of your conference are of the opinion that the resolution adopted by the Fourteenth Moscow Party Conference on the Central Committee’s report is directed against the Leningrad organisation, and that those comrades are calling for an open fight by the Leningrad delegation at the Party congress. If that information is correct, I consider it my duty to declare to you the following. At the Moscow conference a resolution based on principle was adopted on questions of principle. The stenographic reports of the speeches delivered at the Moscow conference and at the district conferences, as well as the above-mentioned resolution, can easily convince one that nobody in Moscow thought either of discrediting the Leningrad organisation or of calling for a fight against it. In view of this, it seems to me that the speeches delivered by Sarkis, Safarov and others at the district conferences and repeated at your gubernia conference give cause for alarm. Particularly alarming, it seems to me, are the speeches made during the last few days by certain comrades at your conference calling for an open fight at the Party congress. Under present conditions, unity among the Leninists, even if there is some disagreement between them on certain questions, is more necessary than ever before. Unity among the Leninists can be not only maintained, but also strengthened if you firmly wish it. The Leningrad organisation is and must remain one of our Party’s most important supports.
I consider it my duty to inform you of all this as a member of the presidium of your conference.

Дорогие товарищи!
До Секретариата ЦК РКП(б) дошли сведения о том, что, по мнению некоторых членов
вашей конференции, резолюция Московской XIV партийной конференции по отчету
ЦК[50] направлена якобы против ленинградской организации, причем эти товарищи
призывают будто бы к открытой борьбе ленинградской делегации на партийном
съезде. Если эти сведения соответствуют действительности, то я считаю своим
долгом заявить вам следующее.
На Московской конференции была принята принципиальная резолюция по
принципиальным вопросам. Из стенограмм речей как на Московской конференции, так
и на районных конференциях, так же как из вышеупомянутой резолюции, не трудно
убедиться, что в Москве никто не думал ни дискредитировать ленинградскую
организацию, ни призывать к борьбе с ней. Ввиду этого мне кажутся тревожными
выступления Саркиса, Сафарова и других, начавшиеся еще на районных конференциях
и продолженные на вашей губернской конференции. И особенно тревожными кажутся
мне выступления некоторых товарищей в последние дни на вашей конференции с
речами, призывающими к открытой борьбе на партийном съезде. В настоящих условиях
единство ленинцев, – даже если между ними и имеются некоторые расхождения по
отдельным вопросам, – является необходимым более, чем когда-либо. Единство
ленинцев может быть не только сохранено, но и укреплено при твердом желании с
вашей стороны. Ленинградская организация есть и должна остаться одной из
важнейших опор нашей партии.
Обо всем этом я считаю своим долгом довести до вашего сведения в качестве члена
президиума вашей конференции.

Queridos camaradas: Hasta el Secretariado del C.C. del P.C.(b) de Rusia han llegado noticias de que ciertos miembros de vuestra Conferencia estiman, sin fundamento alguno, que la resolución de la XIV Conferencia del Partido de Moscú sobre el informe del C.C.49 está dirigida contra la organización de Leningrado, y de que esos camaradas llaman a la delegación de Leningrado a librar una lucha abierta en el Congreso del Partido. Si estas noticias son ciertas, considero un deber manifestaros lo siguiente. En la Conferencia de Moscú se aprobó una resolución de principio sobre cuestiones de principio. Las actas taquigráficas de los discursos, lo mismo de la Conferencia de Moscú que de las Conferencias de distrito, y también la resolución a que me refiero, permiten convencerse sin esfuerzo de que en Moscú nadie ha pensado en desacreditar a la organización de Leningrado ni en llamar a la lucha contra ella.. Por eso me parecen alarmantes las intervenciones de Sarkis, Safárov y otros, iniciadas ya en las Conferencias de distrito y continuadas en vuestra Conferencia provincial. Y particularmente alarmantes me parecen los discursos de ciertos camaradas, que estos últimos días han llamado en vuestra Conferencia a la lucha abierta en el Congreso del Partido. Atendidas las condiciones actuales, la unidad de los leninistas -incluso si entre ellos hay ciertas discrepancias en algunas cuestiones- es más necesaria que nunca. La unidad de los leninistas no sólo puede ser mantenida, sino reforzada, si vosotros lo deseáis firmemente. La organización de Leningrado es y debe seguir siendo uno de los puntales más importantes de nuestro Partido. Considero mi deber poner en vuestro conocimiento todo esto como miembro de la presidencia de vuestra Conferencia. J. Stalin.
