Comrades, in view of the great importance of Komsomolskaya Pravda, I should like to share with you my first impressions of some of the articles in that newspaper. 1) We are of the opinion that certain passages in Stetsky’s articles “A New Stage in the New Economic Policy” evoke doubts. In those articles, in a mild form it is true, countenance is given to the slogan “enrich yourselves.” That is not our slogan, it is incorrect, it gives rise to a whole series of doubts and misunderstandings and has no place in a leading article in Komsomolskaya Pravda. Our slogan is socialist accumulation. We are removing the administrative obstacles to an improvement of the welfare of the countryside. That operation will undoubtedly facilitate all accumulation, both private-capitalist and socialist. But the Party has never yet said that it makes private accumulation its slogan. We are giving NEP full scope and permitting private accumulation in order to facilitate the implementation of our slogan of socialist accumulation within the framework of our national economy. Perhaps some of our comrades regard this as a debatable question. If so, it should be stated that the slogan “enrich yourselves” is a debatable one, and that articles in favour of such a slogan are printed for discussion. On the other hand it is obvious that Komsomolskaya Pravda is not an organ for discussion, but primarily a positive organ, which presents its readers with the slogans and propositions generally accepted by the Party. In short, whichever way you look at the question, from the formal standpoint, or from the standpoint of the substance of the matter, in this respect Stetsky’s article must be regarded as unsatisfactory. You must be more careful in future.
2) The point in Stetsky’s articles about non-capitalist development in the countryside is also not quite acceptable. Formerly it was possible to speak of a noncapitalist path of development. Now, however, when an actual struggle between the elements of socialist development and the elements of capitalist development has begun and is expanding to the full, it would be more correct to speak of the socialist path of development. Otherwise, the impression may be created that besides the two paths of development, capitalist and socialist, there is a third path, which is wrong, and at any rate unconvincing.
3) It seems to me that the passage in Slepkov’s article “Lenin’s Legacy,” about the Communists and Young Communist Leaguers having to compete with the non-Party peasant active in organisational and political work, is also wrong. Up to now we have raised the question of forming such an active around the Party and of training that active, and that was regarded as correct. Now Slepkov is raising a new question about the Communists and Young Communist Leaguers having to compete with a non-Party active which has still

to be formed. That is wrong, and it is out of accord with the whole of our campaign under the slogan of revitalising the Soviets. We must not compete with this active, but form and train it.
4) It would be good to arrange for systematic publication of supplements to Komsomolskaya Pravda in the shape of popular pamphlets by outstanding exponents of Marxist theory, on communism, the dictatorship of the proletariat, the October Revolution, and also on various branches of economy and administration that are directly related to the practical work of the active of the Young Communist League in town and country. Such supplements, in the shape of small pamphlets, could later form a sort of little library for the activists of the Young Communist League, which could not fail to be of great importance for training the active of the Young Communist League.
5) It would be good to simplify the style of the articles in Komsomolskaya Pravda, to make the contributors write in a simple way, in short sentences, and, as far as possible, without employing foreign terms, as Ilyich knew how to write. At least, it should be possible to publish, also in the shape of a supplement to Komsomolskaya Pravda, a small glossary of foreign words, or at any rate to give in the text of the articles explanations of foreign words if the latter really cannot be avoided.

Товарищи! Ввиду серьезного значения “Комсомольской Правды”, хотели бы поделиться
с Вами первыми своими впечатлениями о некоторых статьях в этой газете.
1) Считаем, что некоторые места в статьях Степного “Новый этап новой
экономической политики” вызывают сомнения. В этих статьях, правда, в мягкой
форме проводится лозунг “обогащайтесь”. Лозунг этот не наш, он неправилен, он
вызывает целый ряд сомнений и недоразумений, и ему не должно быть места в
руководящей статье в “Комсомольской Правде”. Наш лозунг – социалистическое
накопление. Мы снимаем административные преграды, стоящие на пути поднятия
благосостояния деревни. Эта операция безусловно облегчает всякое накопление, и
частно-капиталистическое и социалистическое. Но никогда еще партия не говорила,
что она своим лозунгом ставит частное накопление. Мы развязываем нэп и допускаем
частное накопление для того, чтобы облегчить проведение нашего лозунга о
социалистическом накоплении в системе нашего народного хозяйства. Возможно, что
некоторые наши товарищи признают этот вопрос спорным. Но тогда так и надо
сказать, что вопрос о лозунге “обогащайтесь” является спорным и статьи в пользу
такого лозунга должны печататься в дискуссионном порядке. С другой стороны,
ясно, что “Комсомольская Правда” не есть дискуссионный орган, а орган, прежде
всего, положительный, дающий читателю общепринятые партией лозунги и положения.
Словом, как ни подходи к вопросу, с точки ли зрения формальной, или с точки
зрения существа дела, статью Стецкого в этом пункте нужно считать
неудовлетворительной. Следовало бы впредь быть осторожнее.
2) Не вполне приемлем также известный пункт в статьях Стецкого о
некапиталистическом развитии в деревне. Раньше можно было говорить о
некапиталистическом пути развития. Теперь, когда фактически борьба между
элементами социалистического и капиталистического развития началась и
развертывается вовсю, правильнее было бы сказать о социалистическом пути
развития. Иначе может получиться впечатление, что, кроме двух путей развития,
капиталистического и социалистического, есть еще третий путь, – что неправильно,
и, во всяком случае, – неубедительно.
3) Мне кажется также неправильным известное место в статье Слепкова “О ленинском
наследстве” о том, что коммунистам и комсомольцам придется конкурировать в
организационно-политической работе с беспартийным активом крестьянства. До сих
пор мы ставили вопрос о создании такого актива вокруг партии, об его воспитании,
и это считалось правильным. Теперь Слепков ставит новый вопрос о конкуренции
коммунистов и комсомольцев с беспартийным активом, который еще надо создавать.
Это неправильно, и это не клеится со всей нашей кампанией под лозунгом оживления
Советов. Не конкурировать нужно с этим активом, а создавать и воспитывать его.
4) Хорошо было бы организовать систему приложений к “Комсомольской Правде” в
виде популярных брошюр виднейших теоретиков марксизма о коммунизме, о диктатуре
пролетариата, об Октябрьской революции, а также по различным отраслям хозяйства
и управления, имеющим прямое отношение к практической работе комсомольского
актива в городе и деревне. Такие приложения, в виде маленьких брошюр, могли бы
составить потом нечто вроде библиотечки для комсомольского активиста, что не
может не иметь серьезнейшего значения для воспитания комсомольского актива.
5) Хорошо было бы упростить стиль статей в “Комсомольской Правде”, обязать
сотрудников писать по-простому, короткими фразами, по возможности без
иностранных терминов, так, как умел это делать Ильич. В крайнем случае, можно
было бы, опять-таки, в виде приложения к “Комсомольской Правде”, дать маленький
словарчик иностранных слов, или, по крайней мере, в тексте статей давать
соответствующие объяснения, если уже нельзя обойтись без иностранных слов.

Camaradas: Dada la gran importancia de “Komsomólskaia Pravda”, quisiera exponeros mis primeras impresiones de ciertos artículos del periódico. 1) Consideramos que ciertos pasajes de los artículos de Stetski “Nueva etapa de la nueva política económica” despiertan dudas. En esos artículos, bien es verdad que en forma suavizada, se proclama la consigna de “enriqueceos”. Esta consigna es extraña a nosotros, es equivocada, despierta muchas dudas y malentendidos y no debería encontrar sitio en un artículo de orientación de “Komsomólskaia Pravda”. Nuestra consigna es la acumulación socialista. Nosotros suprimimos las barreras administrativas, que dificultan el ascenso del bienestar del campo. Esta operación favorece, sin duda, toda clase de acumulaciones, la de tipo capitalista privado y la socialista. Pero el Partido jamás ha dicho que su consigna sea la acumulación privada. Damos campo libre a la Nep y permitimos la acumulación privada para facilitar la aplicación de nuestra consigna de acumulación socialista dentro de nuestra economía nacional. Es posible que algunos camaradas estimen que esto es discutible. Pero entonces debe decirse que la consigna de “enriqueceos” es discutible, y los artículos en pro de esa consigna deben publicarse a título de material de discusión. Por otra parte, está claro que “Komsomólskaia Pravda” no es un órgano de discusión; es, ante todo, un órgano de tipo afirmativo; que da al lector las consignas y las tesis generalmente aceptadas en el Partido. En una palabra: lo mismo si se enfoca la cuestión desde el punto de vista formal que desde el punto de vista de su esencia, en cuanto a ese asunto debemos considerar insatisfactorio el artículo de Stetski. En adelante habría que ser más prudentes. 2) Tampoco es enteramente aceptable el punto de los artículos de Stetski acerca del desarrollo no capitalista en el campo. Antes podía hablarse de vía no capitalista de desarrollo. Ahora, cuando prácticamente ha empezado y se despliega con toda fuerza la lucha entre los elementos de desarrollo socialista y los elementos de desarrollo capitalista, sería más acertada hablar de vía socialista de desarrollo. De otro modo podría darse la impresión de que, además de las dos vías de desarrollo, la capitalista y la socialista, existe una tercera, la cual no es verdad, y, en todo caso, no es convincente. 3) Me parece también desacertado el párrafo del artículo de Slepkov “La herencia leninista” donde se dice, que los comunistas y los komsomoles habrán de competir en el trabajo político y de organización con el activo sin-partido de campesinos. Hasta ahora planteábamos, el problema de la creación de ese activo en torno al Partido, hablábamos de su educación, y eso se consideraba acertado. Ahora, Slepkov plantea una cuestión nueva: la competencia de los comunistas y los komsomoles con un activo de sin-partido que todavía está por crear. Eso es desacertado y no responde a toda la campana que desplegamos bajo la consigna de vivificación de los Soviets. Lo que hace falta no es competir con ese activo, sino crearlo y educarlo. 4) Convendría organizar un sistema de suplementas de “Komsomólskaia Pravda” en forma de folletos de divulgación, escritas por los mejores teóricos del marxismo, acerca del comunismo, de la dictadura del proletariado y de la Revolución de Octubre, así como sobre las diversas ramas de la economía y de la administración estrechamente relacionados con la labor práctica del activo del Komsomol en la ciudad y en el campo. Esos suplementos, en forma de pequeñas folletos, podrían constituir después a modo de una biblioteca del activista del Komsomol, la que tendría, indudablemente, muchísima importancia para la educación del activo del Komsomol. 5) Convendría simplificar el estila de los artículos de “Komsomólskaia Pravda”, hacer que sus redactores escribiesen, como sabía hacerlo llich, de manera sencilla, con frases cortas, prescindiendo, en lo posible, de los términos extranjeros. En caso extrema, se podría dar, también como suplemento de “Komsomólskaia Pravda”, un vocabulario de palabras extranjeras o, por lo menos, si es que éstas no pueden evitarse, incluir las explicaciones oportunas en los mismos artículos.
