In view of Kuibyshev's transfer to the VSNKh, on Thursday we are putting the question of your appointment as People's Commissar of the Workers' and Peasants' Inspection [RKI] and Deputy Chairman of the Council of People's Commissars [Sovnarkom] under Rykov. The question of the new chairman of the Central Control Commission [CCC], for formal reasons, remains open until the Party congress, with Kuibyshev's release from the chairmanship at the next CCC Plenum. In communicating this, we ask you not to kick — nothing will come of it anyway.

Ввиду передвижения Куйбышева на ВСНХ в четверг ставим вопрос о твоем назначении наркомом РКИ и замом Рыкова. Вопрос о новом преде ЦКК по формальным причинам остается до съезда партии открытым с освобождением Куйбышева от предства на ближайшем пленуме ЦКК. Сообщая об этом, просим не брыкаться, все равно ничего не выйдет.
