“Emulation of the Masses”
It is hardly open to doubt that one of the most important features—if not the most important—of our constructive work at the present moment is the wide development of emulation among the vast masses of the workers. Emulation between whole mills and factories in the most diverse corners of our boundless country; emulation between workers and peasants; emulation between collective farms and state farms; registration of these mass-scale production challenges in specific agreements of the working people—all these are facts which leave no doubt whatever that socialist emulation among the masses has already become a reality.
A mighty upsurge of production enthusiasm among the masses of the working people has begun.
Now even the most confirmed sceptics are forced to admit this.
“Far from extinguishing emulation,” Lenin says, “socialism for the first time creates the opportunity for employing it on a really wide and on a really mass scale, for really drawing the majority of the working people into the arena of such work as enables them to display their abilities, develop their capacities, reveal their talents, of which there is an untapped spring among the people, and which capitalism crushed, suppressed and strangled among thousands and millions.”. . . . . .“Only now is the opportunity created on a wide scale for a truly mass display of enterprise, emulation and bold initiative” . . . because “for the first time after centuries of working for others, of working under compulsion for the exploiters, it has become possible to work for oneself.” . . . . . .“Now that a socialist Government is in power, our task is to organise emulation.”13
It was from these propositions of Lenin that the Sixteenth Conference of the C.P.S.U.(B.) proceeded when it issued the special appeal for emulation to the workers and all labouring people.
Certain “comrades” of the bureaucratic type think that emulation is just the latest Bolshevik fashion, and that, as such, it is bound to die out when the “season” passes. These bureaucratic “comrades” are, of course, mistaken. In point of fact, emulation is the communist method of building socialism, on the basis of the maximum activity of the vast masses of the working people. In point of fact, emulation is the lever with which the working class is destined to transform the entire economic and cultural life of the country on the basis of socialism. Other “comrades” of the bureaucratic type, frightened by the powerful tide of emulation, are trying to compress it within artificial bounds and canalise it, to “centralise” the emulation movement, to narrow its scope and thus deprive it of its most important feature— the initiative of the masses. It goes without saying that the hopes of the bureaucrats will not be realised. At any rate, the Party will make every effort to shatter them. Socialist emulation must not be regarded as a bureaucratic undertaking. Socialist emulation is a manifestation of practical revolutionary self-criticism by the masses, springing from the creative initiative of the vast masses of the working people. All who, wittingly or unwittingly, restrict this self-criticism and creative initiative of the masses must be brushed aside as an impediment to our great cause. The bureaucratic danger manifests itself concretely above all in the fact that it shackles the energy, initiative and independent activity of the masses, keeps concealed the colossal reserves latent in the depths of our system, deep down in the working class and peasantry, and prevents these reserves from being utilised in the struggle against our class enemies. It is the task of socialist emulation to smash these bureaucratic shackles, to afford broad scope for the unfolding of the energy and creative initiative of the masses, to bring to light the colossal reserves latent in the depths of our system, and to throw them into the scale in the struggle against our class enemies both inside and outside our country. Socialist emulation is sometimes confused with competition. That is a great mistake. Socialist emulation and competition exhibit two entirely different principles. The principle of competition is: defeat and death for some and victory and domination for others. The principle of socialist emulation is: comradely assistance by the foremost to the laggards, so as to achieve an advance of all.
Competition says: Destroy the laggards so as to establish your own domination. Socialist emulation says: Some work badly, others I work well, yet others best of all—catch up with the best and secure the advance of all.
That, in fact, explains the unprecedented production enthusiasm which has gripped the vast masses of the working people as a result of socialist emulation. It goes without saying that competition can never call forth anything resembling this enthusiasm of the masses.
Of late, articles and comments on emulation have been more frequent in our press. They discuss the philosophy of emulation, the roots of emulation, the possible results of emulation and so on. But one rarely finds an article which gives any coherent description of how emulation is put into effect by the masses themselves, what the vast masses of the workers experience when practising emulation and signing agreements, a description showing that the masses of the workers regard emulation as their own cause, near and dear to them. Yet this side of emulation is of the highest importance for us. I think that Comrade E. Mikulina’s pamphlet is the first attempt to give a coherent exposition of data from the practice of emulation, showing it as an undertaking of the masses of the working people themselves. The merit of this pamphlet is that it gives a simple and truthful account of those deep-lying processes of the great upsurge of labour enthusiasm that constitute the inner driving force of socialist emulation.

Едва ли можно сомневаться, что одним из самых важных фактов, если не самым
важным фактом, нашего строительства является в данный момент широко
развертывающееся соревнование миллионных масс рабочих. Соревнование целых фабрик
и заводов в самых разнообразных углах нашей необъятной страны; соревнование
между рабочими и крестьянами; соревнование между колхозами и совхозами;
закрепление этой массовой производственной переклички в специальных договорах
трудящихся, – все это такие факты, которые не оставляют сомнения в том, что
социалистическое соревнование масс уже вступило в силу.
Могучий производственный подъем трудящихся масс начался.
Это вынуждены теперь признать даже самые отчаянные скептики.
“Социализм, – говорит Ленин, – не только не угашает соревнования, а, напротив,
впервые создает возможность применить его действительно широко, действительно в
массовом размере, втянуть действительно большинство трудящихся на арену такой
работы, где они могут проявить себя, развернуть свои способности, обнаружить
таланты, которых в народе – непочатой родник и которые капитализм мял, давил,
душил тысячами и миллионами”...
...“Широкое, поистине массовое создание возможности проявлять предприимчивость,
соревнование, смелый почин является только теперь”... ибо “впервые после
столетий труда па чужих, подневольной работы на эксплуататоров является
возможность работы на себя”...
...“Наша задача теперь, когда социалистическое правительство у власти, –
организовать соревнование”[14].
Из этих положений Ленина исходила XVI конференция ВКП(б), когда она издала
специальное обращение к рабочим и трудящимся о соревновании.
Некоторые “товарищи” из бюрократов думают, что соревнование есть очередная мода
большевиков и, как таковая, должна заглохнуть по окончании “сезона”. “Товарищи”
из бюрократов, конечно, ошибаются. На самом деле соревнование есть
коммунистический метод строительства социализма на основе максимальной
активности миллионных масс трудящихся. На самом деле соревнование есть тот
рычаг, при помощи которого рабочий класс призван перевернуть всю хозяйственную и
культурную жизнь страны на базе социализма.
Другие “товарищи” из бюрократов, будучи напуганы могучей волной соревнования,
пытаются создать для него искусственные рамки, вогнать его в берега,
“централизовать” дело соревнования, сузить его размах и лишить его, таким
образом, самого важного в нем - инициативы масс. Нечего и говорить, что расчеты
бюрократов не оправдаются. Во всяком случае, партия примет все меры к тому,
чтобы превратить их в щепки.
Социалистическое соревнование нельзя рассматривать, как канцелярское дело.
Социалистическое соревнование есть выражение деловой революционной
самокритики масс, опирающейся на творческую инициативу миллионов трудящихся.
Всякий, кто стесняет, сознательно или бессознательно, эту самокритику и эту
творческую инициативу масс, должен быть отброшен прочь с дороги, как тормоз
нашего великого дела.
Опасность бюрократизма выражается конкретно, прежде всего, в том, что он
связывает энергию, инициативу и самодеятельность масс, он держит под спудом
колоссальные резервы, таящиеся в недрах нашего строя, в недрах рабочего класса и
крестьянства, он не дает использовать эти резервы в борьбе с нашими классовыми
врагами. Задача социалистического соревнования состоит в том, чтобы разбить эти
бюрократические путы, открыть широкое поприще для развертывания энергии и
творческой инициативы масс, выявить колоссальные резервы, таящиеся в недрах
нашего строя, и бросить их на чашку весов в борьбе с нашими классовыми врагами
как внутри, так и вне нашей страны.
Иногда социалистическое соревнование смешивают с конкуренцией. Это большая
ошибка. Социалистическое соревнование и конкуренция представляют два совершенно
различных принципа.
Принцип конкуренции: поражение и смерть одних, победа и господство других.
Принцип социалистического соревнования: товарищеская помощь отставшим со стороны
передовых, с тем, чтобы добиться общего подъема.
Конкуренция говорит: добивай отставших, чтобы утвердить свое господство.
Социалистическое соревнование говорит: одни работают плохо, другие хорошо,
третьи лучше, – догоняй лучших и добейся общего подъема.
Этим, собственно, и объясняется тот небывалый производственный энтузиазм,
который охватил миллионные массы трудящихся в результате социалистического
соревнования. Нечего и говорить, что конкуренция никогда не может вызвать
чего-либо похожего на подобный энтузиазм масс.
В последнее время участились в нашей печати статьи и заметки о соревновании.
Пишут о философии соревнования, о корнях соревнования, о возможных результатах
соревнования и т.д. Но редко можно встретить такие заметки, которые изображали
бы сколько-нибудь связно картину того, как проводится соревнование самими
массами, картину того, что переживают миллионные массы рабочих, осуществляя
соревнование и подписывая договоры, картину того, что массы рабочих считают дело
соревнования своим собственным, родным делом. А между тем, эта сторона дела
представляет для нас в высшей степени важную сторону соревнования.
Я думаю, что брошюра т. Е. Микулиной является первой попыткой дать связное
изложение материалов из практики соревнования, демонстрирующее дело
соревнования, как дело самих трудящихся масс. Достоинство этой брошюры состоит в
том, что она представляет простой и правдивый рассказ о тех глубинных процессах
великого трудового подъема, которые составляют внутреннюю пружину
социалистического соревнования.

Prólogo al folleto de E. Mikúlina “La emulación de las masas”. No creo que pueda caber duda de que uno de los hechos más importantes de nuestra edificación, si no el más importante, es ahora la emulación, desarrollada ampliamente entre masas de millones de obreros. Emulación de fábricas enteras en los más diversos puntos de nuestro inmenso país; emulación entre obreros y campesinos, emulación entre koljóses y sovjoses; formalización, en documentos especiales de los trabajadores, de este movimiento de las masas por elevar la producción: todos estos hechos no dejan lugar a dudas de que la emulación socialista de las masas ha entrado ya en vigor. Ha empezado un poderoso entusiasmo de producción de las masas trabajadoras. Así se ven obligados ahora a reconocerlo hasta los escépticos más recalcitrantes. “Lejos de apagar la emulación -dice Lenin-, el socialismo hace posible, por vez primera, su aplicación en escala verdaderamente amplia, verdaderamente masiva, hace posible que la mayoría de los trabajadores entren realmente en la liza de una actividad que les permita manifestar sus facultades, desarrollar sus aptitudes, revelar sus talentos, que en el pueblo forma un manantial inagotable y que el capitalismo pisoteaba, oprimía y ahogaba por miles y millones”... ...”Sólo ahora adquieren la posibilidad de manifestarse, amplia y efectivamente de un modo masivo, el espíritu emprendedor, la emulación y la iniciativa audaz”... pues “por primera vez, después de siglos de trabajo bajo el yugo para los demás, para los explotadores, es posible trabajar para sí mismo”... ... “Nuestra tarea, hoy, cuando hay un gobierno socialista en el Poder, es organizar la emulación”13. En estas tesis de Lenin se apoyaba la XVI Conferencia del P.C.(b) de la U.R.S.S. al dirigir a los obreros y a los trabajadores todos un llamamiento especial acerca de la emulación. Ciertos “camaradas” burócratas se imaginan que la emulación es una nueva moda de los bolcheviques y que, como tal, debe desaparecer al final de la “temporada”. Los “camaradas” burócratas se equivocan, naturalmente. En realidad, la emulación es el método comunista de edificación del socialismo sobre la base de la máxima actividad de masas de millones de trabajadores. En realidad, la emulación es la palanca con que la clase obrera está llamada a levantar toda la vida económica y cultural del país sobre la base del socialismo. Otros “camaradas” burócratas, asustados por la potente ola de la emulación, tratan de circunscribirla a un marco artificial, de encasillarla, de “centralizar” cuanto a ella se refiere, de empequeñecer su esfera y de privarla así de lo que es más importante para ella: de la iniciativa de las masas. Huelga decir que los cálculos de los burócratas resultarán fallidos. En todo caso, el Partido tomará todas las medidas para hacerlos añicos. La emulación socialista no debe ser tomada como un asunto oficinesco. La emulación socialista es expresión de la autocrítica revolucionaria y práctica de las masas, que se apoya en la fructífera iniciativa de millones de trabajadores. Todos los que, consciente o inconscientemente, pongan obstáculos a esta autocrítica ya esta iniciativa fecunda de las masas, deben ser barridos del camino, por constituir un freno a nuestra gran obra. El peligro del burocratismo se manifiesta concretamente, ante todo, en que traba la energía, la iniciativa y la actividad propia de las masas; en que pone bajo llave las colosales reservas latentes en las entrañas de nuestro régimen, en las entrañas de la clase obrera y del campesinado; en que no deja utilizar estas reservas en la lucha contra nuestros enemigos de clase. La tarea de la emulación socialista consiste en romper esas trabas burocráticas, descubrir un amplio campo para el desarrollo de la energía y la iniciativa fecunda de las masas, poner de manifiesto las colosales reservas latentes en las entrañas de nuestro régimen y lanzarlas al platillo de la balanza en la lucha contra nuestros enemigos de clase, lo mismo de dentro que de fuera del país. A veces se confunde la emulación socialista con la competencia. Esto es un error grande. La emulación socialista y la competencia se rigen por principios diametralmente opuestos. Principio de la competencia: la derrota y la muerte de unos, la victoria y el dominio de otros. Principio de la emulación socialista: ayuda amistosa de los adelantados a los rezagados, con

objeto de lograr un ascenso general. La competencia dice: remata a los rezagados para afirmar tu dominio. La emulación socialista dice: unos trabajan mal, otros bien, los terceros mejor todavía; alcanza a los mejores y consigue un ascenso general. Esto es lo que, en realidad, explica el inusitado entusiasmo que, en la producción, abarca a masas de millones de trabajadores como resultado de la emulación socialista. Huelga decir que la competencia jamás puede despertar nada parecido a semejante entusiasmo de las masas. Ultimamente menudean en nuestra prensa los artículos y sueltos acerca de la emulación. Se escribe de la filosofía de la emulación, de las raíces de la emulación, de los posibles resultados de la emulación, etc. Pero son pocos los artículos que ofrezcan un cuadro más o menos coherente de cómo las propias masas desarrollan la emulación, un cuadro de lo que experimentan las masas de millones de obreros al emular y al firmar los contratos, un cuadro demostrativo de que para las masas obreras la emulación es un asunto propio y entrañable. Y esto constituye para nosotros un aspecto importantísimo de la emulación. Opino que el folleto de la camarada E. Mikúlina es el primer intento de presentar en forma ordenada los materiales de la emulación en la práctica, de manera que expongan la emulación como asunto de las propias masas trabajadoras. El presente folleto tiene el mérito de que ofrece, en forma sencilla y veraz, un relato de los hondos procesos del gran entusiasmo en el trabajo que son el resorte de la emulación socialista. 11 de mayo de 1929.
