I think it is feasible to build the canal as far as Onega. As for the northern section of the canal, we should limit ourselves to surveying for the time being, with the intention that it would be built mainly by the forces of the GPU. At the same time, we must commission another calculation of costs for realizing the first section. 20 million plus 70 million. That is too much.

NOTE
On May 5, 1930, the Politburo recognized the construction of the entire Baltic-White Sea Canal as expedient. The resolution stated:
"In the calculations for drawing up work plans for the construction of the southern section of the canal, the following should be taken as the basis:
1) to begin construction work on this section of the canal (from Leningrad to Lake Onega) starting from the next fiscal year and to complete it within two years; 2) to conduct the work with the aim of digging a canal deep enough to permit the passage of vessels with a draft of 18 feet.
The total cost of all work on the construction of the southern section of the canal must not exceed 60 million rubles.
To instruct the People's Commissariat of Transport, with the participation of the military department and the OGPU, to carry out geological surveys for the cutting of the northern section of the canal (from Lake Onega to the White Sea)."
In determining the cost of construction work on the northern section of the canal, it was decided to take into account the possibility of employing prisoners in this work.
On the reverse of the note is Molotov's reply: "I have doubts about the expediency of the canal. I have read the memorandum. The economic aspect has not been worked out (is unclear). Should we not give this matter for further study! Molotov."
On October 5, 1930, the Politburo instructed the OGPU to strictly follow the resolution of May 5, 1930, and postponed the question of appropriations for the White Sea Canal construction until the review of the control figures for 1931.

Я думаю, что до Онеги провести можно. Что касается Северной части канала, пока ограничиться разведкой, имея в виду ее постройку главным образом силами ГПУ. Одновременно надо поручить еще раз подсчитать расходы по осуществлению первой части. 20 миллионов плюс 70 миллионов. Слишком много.

ПРИМЕЧАНИЕ
5 мая 1930 года ПБ признало целесообразной постройку всего Балтийско-Беломорского канала. В решении говорилось:
“В расчетах по составлению планов работ постройки южной части канала исходить из необходимости:
1) приступить к работам по сооружению этой части канала (от Ленинграда до Онежского озера) со следующего хозяйственного года и окончить их на протяжении двух лет; 2) вести работы с расчетом прорытия канала глубиной, допускающей прохождение судов с осадкой в 18 футов.
Общая стоимость всех работ по постройке южной части канала не должна превышать 60 миллионов рублей.
Поручить НКПС с участием военного ведомства и ОГПУ произвести геологические изыскания по прорытию северной части канала (от Онежского озера до Белого моря)”.
При определении стоимости работ по постройке северной части канала было решено учитывать возможность привлечения к этим работам заключенных.
На обороте записки ответ Молотова: “У меня сомнения в целесообразности канала. Записку я прочел. Экономическая сторона не подработана (не ясна). Не дать ли на подработку это дело! Молотов”.
5 октября 1930 года ПБ предложило ОГПУ точно руководствоваться решением от 5 мая 1930 года, а вопрос об ассигнованиях Беломорстроя отложить до рассмотрения контрольных цифр на 1931 год.
