El significado y la misión de las oficinas de reclamaciones
The work of the Complaints Bureaus is of tremendous importance in the struggle to remove shortcomings in our Party, Soviet, economic, trade-union and Komsomol apparatuses, in improving our administrative apparatus.
Lenin said that without an apparatus we should have perished long ago, and that without a systematic, stubborn struggle to improve the apparatus we should certainly perish. This means that resolute and systematic struggle against conservatism, bureaucracy and red tape in our apparatus is an essential task of the Party, the working class and all the working people of our country.
The tremendous importance of the Complaints Bureaus consists in their being a serious means of carrying out Lenin’s behest concerning the struggle to improve the apparatus.
It is indisputable that the Complaints Bureaus have considerable achievements to their credit in this field. The task is to consolidate the results attained and to achieve decisive successes in this matter. There can be no doubt that if the Complaints Bureaus rally around them all the more active sections of the workers and collective farmers, drawing them into the work of administering the state and attentively heeding the voice of the working people both within and without the Party, these decisive successes will be won. Let us hope that the five-day review of the work of the Complaints Bureaus will serve as a stimulus for further expansion of their work along the line indicated by our teacher Lenin.

Работа Бюро жалоб[33] имеет громадное значение в деле борьбы за устранение
недостатков нашего партийно -советского, хозяйстве нно-профсою зного и
комсомольского аппаратов, в деле улучшения аппаратов нашего управления.
Ленин говорил, что без аппарата мы давно бы погибли, а без систематической
упорной борьбы за улучшение аппарата – мы наверняка погибнем. Это значит, что
решительная и систематическая борьба с косностью, бюрократизмом, волокитой в
наших аппаратах является одной из существенных задач партии, рабочего класса и
всех трудящихся нашей страны.
Громадное значение Бюро жалоб состоит в том, что они являются одним из серьезных
средств проведения в жизнь завета Ленина о борьбе за улучшение аппарата.
Бюро жалоб имеют бесспорно значительные достижения в этой области. Задача
состоит в том, чтобы закрепить достигнутые результаты и добиться решающих
успехов в этом деле. Не может быть сомнения, что Бюро жалоб, сплачивая вокруг
себя все более активные слои рабочих и колхозников, втягивая их в дело
управления государством и чутко прислушиваясь к голосу трудящихся как партийных,
так и беспартийных – добьются этих решающих успехов.
Будем надеяться, что пятидневник по работе Бюро жалоб послужит толчком к
дальнейшему развертыванию работы Бюро жалоб по пути, указанному нашим учителем –
Лениным.

El funcionamiento de las Oficinas de Reclamaciones33 tiene inmenso significado en la lucha para eliminar los defectos de nuestros aparatos del Partido, de los Soviets, económicos, sindicales y del Komsomol, en el mejoramiento de los organismos de nuestra administración. Lenin decía que sin aparato habríamos sucumbido hace mucho, y que sin una lucha sistemática y tenaz para mejorarlo sucumbiríamos irremediablemente. Esto quiere decir que la lucha resuelta y sistemática contra la rutina, el burocratismo y el papeleo en nuestros aparatos es una de las tareas esenciales del Partido, de la clase obrera y de todos los trabajadores del país. El inmenso significado de las Oficinas de Reclamaciones consiste en que son uno de los medios más importantes para convertir en realidad el precepto de Lenin acerca del mejoramiento del aparato. Las Oficinas de Reclamaciones tienen indudablemente considerables éxitos en esta esfera. La tarea estriba en consolidar los resultados conseguidos y lograr éxitos decisivos en este asunto. No cabe duda de que las Oficinas de Reclamaciones, al agrupar a su alrededor a los sectores más activos de obreros y koljósianos, incorporándolos a la dirección del Estado y atendiendo solícitamente la voz de los trabajadores, tanto comunistas como sin- partido, conseguirán estos éxitos decisivos. Esperemos que estos cinco días de comprobación del funcionamiento de las Oficinas de Reclamaciones impulsen su desarrollo por el camino que señalara nuestro maestro Lenin. J. Stalin.
