To Comrade Kaganovich.
For your reference:
1) Be objective regarding R. and S.
2) About 80 million poods (in procurement) for Kabakov.
3) Northern Canal -- provide assistance.
4) Resolution on cooperation -- a very important matter.
5) Resolution on public catering -- a very important matter.
6) The determination and distribution of commodity funds (textiles, food products, footwear, etc.) by quarter and by month must be taken into your own hands (not left entirely in the hands of the People's Commissariat of Supply).
7) The determination of funds for export must not be made dependent on the squabbling between the People's Commissariat of Trade and the People's Commissariat of Supply, but must be taken into your own hands.
8) Press hard on poultry: there will not be enough meat this year; poultry can save the situation (as can rabbits).
9) Pay special attention to the gold industry (hand over Serebrovskii, Yakovlev, and Chekh to it).
10) Remember aluminum! The bourgeois approach to the question of profitability must be demolished.
11) The work of Marxist-Leninist training of Party members has been neglected: our Party is large and overwhelmingly young, poorly educated in Marxism, yet there is no intensive work on Bolshevization, on the Marxist training of "rank-and-file" Party members. This is a great danger. This gap must be filled without delay, without putting the matter on the back burner.
12) Keep an eye on Pravda, on Popov and Mekhlis, and help them systematically: both of them often go too far and may break their necks.

На память.
1) Быть объективным в отношении Р. и С.
2) Миллионов 80 п. (по заготовкам) Кабакову.
3) Северный канал = помочь.
4) Резолюции о кооперации = очень важное дело.
5) Резолюция о нарпите = очень важное дело.
6) Определение и распределение фондов товаров (мануфактура, пищевые продукты, обувь и пр.) по кварталам и месяцам взять в свои руки (не оставлять безраздельно в руках НКснаба).
7) Определение фондов для экспорта не ставить в зависимость от драчки между НКторгом и НКснабом, а взять в свои руки.
8) Налечь на птицу: мяса в этом году не хватит, птица может вывезти (а также кролики).
9) Обратить особое внимание на золотопромышленность (отдать Серебровскому и Яковлева и Чеха).
10) Помнить об алюминии! Буржуазный подход к вопросу о рентабельности — расклевать.
11) Запущено дело марксистско-ленинской обработки членов партии: партия у нас большая и сплошь молодая, марксистски плохо воспитана, а интенсивной работы по большевизации, по марксистской обработке “рядовых” членов партии — нет. Это большая опасность. Этот пробел нужно заполнить незамедлительно, не откладывая дело в долгий ящик.
12) Следить за “Правдой”, за Поповым и Мехлисом и помогать им систематически: оба они часто зарываются и могут сломать себе шею.
