I insist that the CC resolution be carried out and that the speaker at the OGPU aktiv meeting must be the secretary of the regional Party committee. This is necessary so that the report is not perceived as one faction of the OGPU settling scores with another. This is demanded by the interests of unity and solidarity among all GPU workers.

Note: Stalin's response to Kaganovich's letter of August 15, 1931:
"To Comrade Stalin. Menzhinsky and Akulov request that a speaker be assigned to the OGPU aktiv on the CC resolution. Would it not be better to entrust one of them with it? Please communicate your opinion as to whom it should be entrusted. Kaganovich."

Поскребышеву для Кагановича.
Настаиваю на том, чтобы постановление ЦК было выполнено и докладчиком на активе ОГПУ был обязательно секретарь обкома партии. Это необходимо для того, чтобы доклад не был расценен как расправа данной части ОГПУ против другой его части. Этого требуют интересы единства и спайки всех работников ГПУ.

Ответ Сталина на письмо Кагановича 15 августа 1931 года:
“Тов. Сталину. Менжинский и Акулов просят дать докладчика на актив ОГПУ о постановлении ЦК. Не лучше ли поручить кому-либо из них. Прошу сообщить Ваше мнение, кому поручить. Каганович”.
