The Wanger principle and any notion whatsoever of a collateral guarantee on our part must be rejected outright. Pyatakov's old agreement with the French has lost all meaning for the present situation, when we have better credit terms in Germany, Italy, and England. Either the French accept the Italo-German credit terms, or they can go to hell. If the French government does not dare to guarantee credits, we can offer them, as a final concession, the English terms, under which credits for us go through satisfactorily but without a direct guarantee from the British government.
Regarding Poland, try to ascertain the actual intentions of the Polish government, and if there is any reasonably serious opening, seize upon it.
Regarding Lena Goldfields, we propose as the utmost concession to settle the matter by promising to pay Lena, together with its creditors, a maximum of 8-10 million rubles in installments over 6-7 years, on the condition that the concessionaire provide a document renouncing all claims and fully liquidating the affair.

Нужно отвергнуть начисто принцип Ванжера и вообще всякую мысль залоговой гарантии с нашей стороны. Старое соглашение Пятакова с французами лишается всякого смысла для нынешней обстановки, когда мы имеем лучшие условия кредита в Германии, Италии, Англии. Либо французы принимают итало-германские условия кредита, либо могут убраться к черту. Если францпра не решается гарантировать кредиты, можно предложить им, как последнюю уступку, английские условия, где кредиты для нас проходят удовлетворительно, но без прямой гарантии англопра.
Насчет Польши постарайтесь разведать действительные намерения польпра и, если есть сколько-нибудь серьезная зацепка, ухватитесь за нее.
Насчет Лена-Гольдфильдс предлагаем в качестве крайней уступки кончить дело обещанием уплаты Лене вместе с ее кредиторами максимум 8-10 миллионов рублей с рассрочкой на 6–7 лет с тем, чтобы концессионер дал документ об отказе от всяких претензий и о полной ликвидации дела.
