To Kaganovich, Molotov, Ordzhonikidze.

1. I categorically object to the appointment of Rukhimovich as chairman of Gosplan or as deputy of VSNKh. If you can wait a week, postpone the question. It would be better to give him an economic assignment outside Moscow.

2. Andreyev apparently wants to gather all the North Caucasus people at the NKPS. This is hardly advisable. Kalashnikov can be given to Andreyev. Zhukov as well. As for Mezhlauk, it needs to be thought over. Blagonravov's position should be clearly defined as first or second deputy; otherwise there is no point in removing him from the TOGPU. Postnikov can be put on the Belorussian Railway, with the removal of Polyudov, who is unfit for work at the NKPS. Kviring can be sent to the regional planning commission in the North Caucasus.

3. The appointment of Andreyev and the removal of Rukhimovich can be formalized immediately. It would be good to simultaneously designate the People's Commissar of the RKI and the chairman of the TsKK. I think Rudzutak would be suitable for this job.
