The issue is not the total volume of cotton fabric production in the third quarter but the distribution of finished goods in favor of the market and at the expense of non-market consumers. Try to distribute fabrics in the third quarter so that the market receives no less than in the second quarter, and the task will be accomplished without importing cotton. I repeat: the issue is not the size of production but distribution. Whoever is afraid of offending non-market consumers will never resolve the problems of consumer goods. I am categorically against importing cotton. I consider the policy of importing cotton under the present currency conditions to be adventurism.

Дело не в общей сумме продукции хлопчатобумажных тканей в третьем квартале, а в распределении готовой продукции в пользу рынка и в ущерб нерыночным потребителям. Попытайтесь распределить ткани в третьем квартале таким образом, чтобы рынок получил не меньше, чем во втором квартале, и задача будет решена без ввоза хлопка. Повторяю, дело не в размерах продукции, а в распределении. Кто боится обидеть нерыночных потребителей, тот никогда не разрешит задач ширпотреба. Я решительно против ввоза хлопка. Я считаю политику ввоза хлопка при нынешних валютных условиях авантюризмом.
