Hello, Vyacheslav!
I received the letter of June 13.
1) The USA is a complicated matter. Insofar as they are trying to lure us sweetly into a war with Japan, we can send them to hell. But insofar as the American oilmen agree to give us 100 million rubles in credit without demanding political concessions from us, it would be stupid not to take money from them. Rozengolts must be reined in, and the mistake regarding the agreement with the oilmen must be corrected. We need the foreign currency.
2) The Nanking proposal for a non-aggression pact is pure swindling. The Nanking government on the whole consists entirely of petty crooks. This does not mean, of course, that we should not take these crooks or their proposal for a non-aggression pact into account; but to bear in mind that they are petty crooks is still advisable.
3) About the Ukrainians (Chubar et al.) I have already written to Kaganovich, and my opinion is probably already known to you. The rest is up to the Politburo.
4) You and Kaganovich have probably already received my letter about convening a conference of secretaries and chairmen of oblast executive committees on the question of organizing grain procurement. I think this necessary matter must be hurried along so as to have the possibility of preventing a repetition of the Ukrainian mistakes in the sphere of grain procurement. This matter is very important.
5) Tebandaev requests several million rubles (4-5 million rubles) for the construction of an earthen dam on the Manych River (east of the Don). The matter is not complicated and appears to be needed.

Здравствуй, Вячеслав!
Письмо от 13/VI получил.
1) САСШ — дело сложное. Поскольку они пытаются вовлечь нас лаской в войну с Японией, мы их можем послать к матери. Поскольку же нефтяники САСШ согласны дать нам 100 миллионов рублей в кредит, не требуя от нас политических компенсаций, — было бы глупо не брать от них денег. Надо обуздать Розенгольца, а ошибку насчет соглашения с нефтяниками исправить. Нам валюта нужна.
2) Предложение нанкинцев о пакте ненападения — сплошное жульничество. Вообще нанкинское правительство состоит сплошь из мелких жуликов. Это не значит, конечно, что мы не должны считаться с этими жуликами, или их предложением о пакте ненападения; но иметь в виду, что они мелкие жулики, — все же следует.
3) Об украинцах (Чубарь и др.) я уже писал Кагановичу, и мое мнение тебе, должно быть, уже известно. Остальное — дело ПБ.
4) Ты и Каганович, должно быть, уже получили мое письмо насчет созыва совещания секретарей и председателей облисполкомов по вопросам
организации
хлебозаготовок. Я думаю, что с этим необходимым делом нужно торопиться, чтобы получить возможность
предупредить
повторение украинских ошибок в области хлебозаготовок. Дело это очень важное.
5) Тебандаев просит дать ему несколько миллионов рублей (4–5 миллионов рублей) для постройки
земляной
плотины на реке Маныч (восточнее Дона). Дело это несложное и, кажется, нужное.
