For Kaganovich and Molotov.
It would be better to express through Karakhan to Hirota, for transmission to the Japanese government, the regret of the Soviet authorities over what has occurred and to inform them of the prosecution of Gusakov, while at the same time stating that we consider the Japanese consul's threats about a destroyer to be an insolence inadmissible in relations between "friendly" powers.

NOTE
On June 21, 1932, the Politburo instructed Karakhan to inform the Japanese ambassador "that the NKID agent in Kamchatka expressed regret to the Japanese consul over the wounding of a Japanese sailor on the 'Genzan Maru' and informed him of the prosecution of the shooter Gusakov," and also "to draw attention to the inadmissible threat by the Japanese consul regarding the entry of a destroyer into Petropavlovsk."

Было бы лучше выразить через Карахана Хироте для передачи японскому правительству сожаление Соввласти по поводу случившегося и сообщить о предании суду Гусакова, заявив вместе с тем, что угрозы япконсула насчет миноносца считаем наглостью, недопустимой в отношениях между “дружественными” державами.

ПРИМЕЧАНИЕ
21 июня 1932 года ПБ поручило Карахану заявить японскому послу, “что агент НКИД на Камчатке выразил сожаление японскому консулу по поводу ранения японского матроса на “Гензан-Мару” и сообщил ему о предании суду стрелявшего Гусакова”, а также “обратить внимание на недопустимую угрозу со стороны япконсула о заходе миноносца в Петропавловск”.
