Greetings, Comrade Kaganovich!

1) Regarding Germany and the general strike, I agree with you.

2) We must insist on the second scheme of the proposal in relation to Lancaster (100 million dollars, 10-year term, 3% -- not 5% -- additional, 15-20% of orders from the 100 million dollars). This scheme is advantageous to us. It is also advantageous to Lancaster, since it gives him orders for 40 million rubles instead of 5-7 million rubles under the first scheme, and raises the sum of his claims to 60 million rubles (instead of 40 million rubles under the first scheme). In the last resort, one can agree to increase orders to 25% of the credit amount, but on no account retreat from the other conditions of the second scheme. I think Lancaster will be forced to accept this scheme, since the fundamental question for Lancaster (and his bank) is attracting large orders for factories that are being shut down in America and reviving industry, saving the factories from collapse.

3) About my health, please do not worry. Send more inquiries -- I will be happy to reply.

4) Are you convening the conference of secretaries on the organization of grain procurement? If the conference takes place, the plenum can be successfully postponed, since the main question of the plenum -- grain procurement -- will already have been settled.
