First. If the CC Plenum meets at the beginning of August, the agenda can be limited to two questions: the question of grain procurement and the question of commodity circulation, bearing in mind state, cooperative, and collective-farm trade. It goes without saying that if a conference of secretaries is convened at the end of this month and the grain procurement question is settled there, then convening the plenum at the beginning of August no longer makes sense. If, however, the plenum is postponed to September, three questions can be put on the agenda: first, accountability reports of the Central Union of Consumer Cooperatives and the People's Commissariat of Supply on the development of Soviet trade; second, accountability reports of the People's Commissariat of Heavy Industry, the People's Commissariat of Light Industry, and industrial cooperatives on the development of mass consumer goods production; third, an accountability report of the People's Commissariat of Heavy Industry on the development of ferrous metallurgy.
Second. It is necessary to publish in Pravda an editorial on the results of the spring sowing campaign. The article must emphasize that the reports of the People's Commissariat of Agriculture documentarily establish the complete victory of collective farms and state farms in agriculture, since the share of the individual sector this year does not even amount to 20 percent, while the share of collective farms and state farms exceeds 80 percent of the total sown area. The article must roughly and sharply condemn all the lackeys of capitalism -- the Mensheviks, the Socialist Revolutionaries, and the Trotskyists, as well as the Right deviationists -- stating that the attempts of the enemies of the toilers to return the USSR to the capitalist path have been definitively smashed and scattered to the winds, that the USSR has definitively established itself on the new, socialist path, and that the decisive victory of socialism in the USSR can be considered already accomplished.

Первое. Если пленум ЦК соберется в начале августа, порядок дня можно ограничить двумя вопросами, вопросом о хлебозаготовках и вопросом о товарообороте, имея в виду государственную, кооперативную и колхозную торговлю, причем понятно, что если будет созвано совещание секретарей в конце этого месяца и там будет решен вопрос о хлебозаготовках, то созыв пленума в начале августа не имеет уже смысла. Если же пленум будет отложен на сентябрь, можно поставить три вопроса: первый — отчетные доклады Центросоюза и наркомснаба о развертывании советской торговли, второй — отчетные доклады наркомтяжа, наркомлегпрома и промкооперации о развертывании производства товаров массового потребления, третий — отчетный доклад наркомтяжа о развитии черной металлургии.
Второе. Необходимо дать в “Правде” передовую об итогах весенней посевной кампании. В статье надо подчеркнуть, что сводки наркомзема документально устанавливают полную победу колхозов и совхозов в сельском хозяйстве, так как удельный вес единоличного сектора не составляет в этом году и 20 процентов, тогда как удельный вес колхозов и совхозов превышает 80 процентов всей посевной площади. В статье надо обругать грубо и резко всех лакеев капитализма, меньшевиков, эсеров и троцкистов, а также правоуклонистов, сказав, что попытки врагов трудящихся вернуть СССР на капиталистический путь окончательно разбиты и развеяны в прах, что СССР окончательно утвердился на новом, социалистическом пути, что решительную победу социализма в СССР можно считать уже завершенной.
