The question of aircraft quality must not be glossed over; it must be presented prominently alongside the question of the internal deficiencies of aviation itself. We must hurry with the creation of the position of deputy commander or assistant commander for aviation -- this will raise the weight of aviation in the military district and strengthen control over it. The institution of special aviation inspectors is absolutely necessary. Your draft is good, but it should be issued in the name of the Council of People's Commissars and the CC, not the CC alone. If you decide to come to Sochi, bring a relief ten-verst map of the Far East and the plan for creating bases on the coast for our navy.

NOTE
On July 3, 1932, the Politburo approved the draft resolution of the CC and the Council of People's Commissars "On Accidents in the Units of the Air Forces of the Red Army" proposed by Voroshilov. Among other measures, it implemented Stalin's proposal to introduce the position of assistant district commanders for the Air Forces.

Здравствуйте, т. Каганович!
1) Так как решение о плане на III квартал по наркомтяжпрому уже принято, то не стоит его теперь менять, чтобы не создавать замешательства среди хозяйственников и не давать им повода к предположению о политике свертывания строительства.
2) Насчет проекта Ворошилова об авиации я уже послал Вам шифровку. По-моему, можно пока ограничиться проектом Ворошилова с поправками, изложенными в моей шифровке.
3) Читал материалы о переговорах с англо-американскими нефтяниками. Соображения Вейцера и Озерского правильны. В случае возобновления переговоров хорошо было бы ограничить срок договора пятью-шестью годами.
