First. If the Transcaucasians have already sent down their new plan, it is not worth rescinding their decision, since the political confusion that would arise in the districts after a reversal would be disadvantageous. If they have not yet managed to send it down, I fully support your decision. In any case, the CC decision must be reinforced by censuring the Transcaucasian organs for their completely inadmissible unilateral action.
Second. Our policy of unconditional fulfillment of the grain procurement plan for the USSR as a whole is entirely correct. But bear in mind that an exception will have to be made for particularly hard-hit areas of Ukraine. This is necessary not only from the standpoint of fairness, but also in view of Ukraine's special position, its shared border with Poland, etc. I think it would be possible to cut the plan for collective farms in the particularly hard-hit areas by half, and for individual peasants by a third. This will require thirty or forty million puds of grain. This should not be done now, but in the middle or at the end of August, so that the winter sowing can proceed more vigorously. It is possible that the same kind of exception will also be required for Transcaucasia, but in the amount of no more than one million puds.

Первое. Если закавказцы уже спустили свой новый план, то отменять их решение не стоит, так как политически не выгодна та сумятица, которая создастся в районах после отмены. Если же еще не успели спустить, целиком присоединяюсь к вашему решению. Во всяком случае, решение ЦК надо усилить, поставив на вид закорганам совершенно недопустимое самочинное действие.
Второе. Наша установка на безусловное исполнение плана хлебозаготовок по СССР совершенно правильна. Но имейте ввиду, что придется сделать исключение для особо пострадавших районов Украины. Это необходимо не только с точки зрения справедливости, но и ввиду особого положения Украины, общей границы с Польшей и т. п. Я думаю, что можно было бы скосить колхозам особо пострадавших районов половину плана, а индивидуалам треть. На это уйдет тридцать или сорок миллионов пудов зерновых. Сделать это нужно не сейчас, а в половине или в конце августа, чтобы озимый сев мог пойти более оживленно. Возможно, что такое же исключение из правила потребуется и для Закавказья, но в размере не более одного миллиона пудов.
