Resolution of the Council of People's Commissars and the Central Committee of the VKP(b), April 13, 1933

In view of the fact that the existing practice of convening prolonged meetings in the evening and nighttime hours at district centers, MTS, and collective farm boards causes leading workers of the district, MTS, and collective farms to arrive late for work in the morning, thereby weakening leadership of work in the field, the Council of People's Commissars of the USSR and the Central Committee of the VKP(b) resolve:

1. To prohibit during the sowing campaign the holding of any meetings whatsoever after 10 o'clock in the evening with the participation of brigade leaders, collective farm chairmen, and other leading workers of agricultural production.

2. To oblige district workers, MTS directors, collective farm chairmen, collective farm brigade leaders, and agronomists to begin work one hour before the peasants go out to the field, so as to ensure the start of work by the field brigades in full at the customary time in peasant practice — at dawn.
