At the end of the reception, addressing the assembly, Comrade Stalin saluted the entire gathering of fighters and commanders of all the Red Army of workers and peasants. He speaks of them as being "Bolsheviks of the Party, and non-Party Bolsheviks" because one can be a Bolshevik without being a member of the Party. Millions and millions of non-Party members, strong, capable and talented, serve the working class with faith and truth. Many amongst them have not joined the Party because they are too young; others because they do not yet feel ready, because they have such a high estimation of the name "Party Member."
Comrade Stalin toasts the health of the fearless submarine men, of the competent artillery men, of the strong tank drivers, the valiant pilots and bombardiers, of modest and hardy cavaliers, of the courageous infantrymen, consolidating the victory which serves the cause of the working people. "Our government and Party", said Stalin, "have no other interests, no other worries than those of the people."
"To the health of the strong, capable, talented and courageous Bolsheviks, Party and non-Party," proclaimed Comrade Stalin, and his words were taken up by an endless ovation from the soldiers and commanders of the Red Army and participants in the
1st of May parade.

Обращаясь к собравшимся, товарищ Сталин приветствует в их лице бойцов и
командиров всех родов оружия Рабоче-Крестьянской Красной Армии. Он говорит о
них, о “большевиках партийных и непартийных”, ибо можно быть большевиком, и не
являясь членом партии. Тысячи и тысячи беспартийных – отважных, способных и
талантливых, верой и правдой служат рабочему классу. Многие из них не вступили в
партию потому, что еще слишком молоды, другие – потому, что считают себя еще не
подготовленными, потому что высоко ставят и ценят звание члена партии.
Товарищ Сталин поднимает тост за здоровье бесстрашных подводников, метких
артиллеристов, отважных танкистов, мужественных летчиков и бомбардировщиков,
скромных, отважных кавалеристов, смелых, закрепляющих победу пехотинцев,
служащих делу трудового народа.
Наше правительство и партия не имеют других интересов и других забот, кроме тех,
какие есть у народа.
За здоровье отважных, способных, талантливых, смелых большевиков, партийных и непартийных!

Un saludo a los trabajadores y a las trabajadoras de choque, a los técnicos y al personal dirigente de la fábrica de Kuznietsk, que han logrado elevados índices de fundición de hierro en el alto horno núm. 1 y han dado ejemplo de ritmo bolchevique en el arte de dominar la técnica moderna. Estoy seguro de que el personal de la constructora desarrollará los éxitos alcanzados, logrará éxitos no menores en el alto horno núm. 2, pondrá en marcha durante los próximos meses los hornos Martin y el taller de laminado, construirá y pondrá en explotación este año los altos hornos núms. 3 y 4. J. Stalin.
