1. The SR line (left and right together) has not been unraveled. Fishman and Paskutsky are leading the NKVD by the nose. If Belov himself had not begun to unravel things along the SR line, the NKVD would still be in the dark. Belov has said something, but he has not said everything. Paskutsky, Uritsky, and Fishman must supplement Belov. One must bear in mind that there are quite a few SRs ("former") still remaining in our army and outside it. Does the NKVD have a registry of SRs ("former") in the army? I would like to have it, and as soon as possible. Does the NKVD have a registry of "former" SRs outside the army (in civilian institutions)? I would also like to have it in two to three weeks.
2. What has been done to identify SRs on the basis of the well-known testimony of Ryskulov?
3. What has been done to identify and arrest all Iranians in Baku and in Azerbaijan?
4. I report for your orientation that in their time the SRs were very strong in Saratov, in Tambov, in Ukraine, in the army (command personnel), in Tashkent, and in Central Asia generally, at the Baku power stations, where they still sit and carry out sabotage in the oil industry.
One must act more quickly and more skillfully.
5. A very important task: to reinforce the oblasts of the Far Eastern Krai with new Chekist forces from outside. This is far more important than reinforcing the oblasts of Kazakhstan, which can be done in the next round.

эсеров
(левых и правых вместе) не размотана. Фишман, Паскуцкий водят НКВД за нос. Если бы Белов
сам
не стал разматываться по линии эсеров, НКВД сидел бы в потемках. Белов сказал кое-что, но не все сказал. Паскуцкий, Урицкий и Фишман
должны
дополнить Белова. Нужно иметь в виду, что эсеров в нашей армии и вне армии сохранилось у нас немало. Есть у НКВД учет эсеров («бывших») в армии? Я бы хотел его получить и поскорее. Есть у НКВД учет «бывш.» эсеров вне армии (в гражданских учреждениях)? Я бы хотел также получить его недели через 2–3.
2. Что сделано по выявлению эсеров на основании известного показания
Рыскулова
?
3. Что сделано по выявлению и аресту
всех иранцев
в Баку и в Азербайджане?
4. Сообщаю для ориентировки, что в свое время эсеры были очень сильны
в Саратове, в Тамбове, на Украине, в армии
(комсостав), в
Ташкенте
и вообще в
Средней Азии, на Бакинских электростанциях
, где они и теперь сидят и вредят в нефтепромышленности.
Нужно действовать поживее и потолковее.
5. Очень важная задача: укрепить области ДВК новыми чекистскими силами со стороны. Это гораздо важнее, чем укрепление областей Казахстана, которое можно сделать в следующую очередь.
