The CC VKP(b) has received reports that the organs of authority in Lvov are committing excesses against the Polish population: they are not providing assistance to Polish refugees, restricting the Polish language, refusing to hire Poles for work -- as a result of which Poles are forced to pass themselves off as Ukrainians -- and other similar things. The organs of the militia are behaving particularly improperly. The CC VKP(b) directs you, under your personal responsibility, to immediately eliminate these and similar excesses and to take measures to establish fraternal relations between Ukrainian and Polish working people. I advise you to convene a small conference of the best Polish people, learn from them about complaints of excesses, record these complaints, and then take them into account when devising measures to improve relations with the Poles.

До ЦК ВКП(б) дошли сведения, что органы власти во Львове допускают перегибы в отношении польского населения, не оказывают помощи польским беженцам, стесняют польский язык, не принимают поляков на работу, ввиду чего поляки вынуждены выдавать себя за украинцев и тому подобное. Особенно неправильно ведут себя органы милиции. ЦК ВКП(б) предлагает Вам за Вашей личной ответственностью незамедлительно ликвидировать эти и подобные им перегибы и принять меры к установлению братских отношений между украинскими и польскими трудящимися. Советую Вам созвать небольшое совещание из лучших польских людей, узнать у них о жалобах на перегибы, записать эти жалобы и потом учесть их при выработке мер улучшения отношений с поляками.
