The Government of the USSR, on behalf of the entire Soviet people, warmly congratulates the Mongolian people and the government of the Mongolian People's Republic on the great holiday of the 20th anniversary of the Mongolian people's revolution. The 20 years that have elapsed since the moment when the Mongolian people, under the leadership of the fearless Sukhe-Bator, overthrew the power of the feudal princes, are marked by important achievements of your country in economic and cultural construction. We are glad to see that the Mongolian people, under the leadership of the Mongolian People's Revolutionary Party and the leader of the Mongolian people, Marshal Choibalsan, is winning ever new victories in the building of a free life, and we are unshakably confident in the further rise and strengthening of the friendly Mongolian People's Republic. The Mongolian people is celebrating the 20th anniversary of its revolution at a moment when the Soviet people has been compelled to rise in a Patriotic War against fascist Germany, which has vilely and treacherously attacked our Motherland. In this struggle we are supported by all progressive humanity. The Soviet people and the Government of the USSR are firmly convinced of their victory over the enemy, firmly confident that the outcome of the war will be the complete collapse of German fascism, with its loathsome plans for turning free peoples into slaves of German princes and barons. We are confident that at this hour you are with us, inspired by the great feeling of hatred for our common enemy and devotion to our common cause. Our victory will be yet another guarantee of the further free development and growth of your country.

Правительство СССР от лица всего советского народа горячо поздравляет монгольский народ и правительство Монгольской Народной Республики с великим праздником 20-летия Монгольской народной революции. 20 лет, прошедшие с момента, когда монгольский народ под руководством неустрашимого Сухэ-Батора сверг власть феодальных князей, ознаменованы важными достижениями вашей страны в хозяйственном и культурном строительстве. Мы с радостью видим, что монгольский народ под руководством Монгольской народно-революционной партии и руководителя монгольского народа маршала Чойбалсана одерживает все новые победы в деле строительства свободной жизни, и непоколебимо уверены в дальнейшем подъеме и укреплении дружественной Монгольской Народной Республики. Монгольский народ празднует 20-летие своей революции в тот момент, когда советский народ оказался вынужденным подняться на Отечественную войну против фашистской Германии, гнусно и вероломно напавшей на нашу Родину. В этой борьбе нас поддерживает все передовое человечество. Советский народ и правительство СССР твердо убеждены в своей победе над врагом, твердо уверены, что исходом войны будет полный крах германского фашизма, с его омерзительными планами превращения свободных народов в рабов немецких князей и баронов. Мы уверены, что в этот час вы с нами, воодушевленные великим чувством ненависти к нашему общему врагу и преданности нашему общему делу. Наша победа будет еще одной гарантией дальнейшего свободного развития и роста вашей страны.
