In order to accelerate the construction of the 3rd defense line of Moscow, the State Defense Committee decrees:
1. To oblige the Moscow Regional Executive Committee -- Comrade Tarasov -- to mobilize by way of labor conscription for a period of 20 days, 250,000 collective farmers, workers, and employees of institutions and enterprises located in the Moscow Region, for the construction of the 3rd defense line of Moscow.
To oblige the Chairman of the Moscow Regional Executive Committee -- Comrade Tarasov -- to provide food and tools (shovels, stretchers, wheelbarrows) to those mobilized for the construction of fortifications.
2. To oblige the Moscow Soviet -- Comrade Pronin -- to mobilize by way of labor conscription 200,000 employees of institutions and enterprises and workers of enterprises of the city of Moscow not engaged in the production of tanks, ammunition, and armaments, for the construction of defensive works.
To maintain the average wages for workers and employees mobilized for the construction of fortifications.
3. To grant the Moscow Soviet the right to requisition from institutions and enterprises (except defense plants) materials (reinforcing steel, cement, timber), motor transport, and construction machinery for the construction of defensive fortifications.
4. To oblige the Moscow Soviet -- Comrade Pronin -- to provide those mobilized for the construction of defensive fortifications with food and tools (shovels, stretchers, wheelbarrows).
5. To oblige the People's Commissariat of Ferrous Metallurgy -- Comrade Tevosyan -- to allocate 400 tons of shovel steel to the Moscow Soviet within 3 days.

В целях форсирования строительства 3-й линии обороны г. Москвы Государственный Комитет Обороны постановляет:
1. Обязать Мособлисполком — т. Тарасова мобилизовать в порядке трудовой повинности сроком на 20 дней 250 тыс. человек колхозников, рабочих и служащих учреждений и предприятий, расположенных в Московской области, на строительство 3-й линии обороны г. Москвы.
Обязать председателя Мособлисполкома — т. Тарасова обеспечить питанием и инструментами (лопаты, носилки, тачки) мобилизованных на строительство укреплений.
2. Обязать Московский Совет — т. Пронина мобилизовать в порядке трудовой повинности 200 тыс. человек служащих учреждений и предприятий и рабочих предприятий г. Москвы, не занятых на производстве танков, боеприпасов и вооружения, на строительство оборонительных сооружений.
Сохранить среднюю заработную плату за рабочими и служащими, мобилизованными на строительство укреплений.
3. Предоставить право Московскому Совету изымать у учреждений и предприятий (кроме оборонных заводов) материалы (арматурное железо, цемент, лес), автотранспорт и строительные механизмы на строительство оборонительных укреплений.
4, Обязать Московский Совет — т. Пронина обеспечить мобилизованных на строительство оборонительных укреплений питанием и инструментами (лопаты, носилки, тачки).
5. Обязать наркомчермет — т. Тевосяна в 3-дневный срок выделить Московскому Совету 400 тонн лопатного железа.
