The Soviet Government is prepared to participate in a tripartite declaration to be made public immediately after Italy has declared war on Germany. The text of the declaration proposed by you seems acceptable to me. For my part I suggest that the declaration be published simultaneously in London, Moscow and Washington. Please be advised that I have not yet received the President's telegram conveying General Eisenhower's proposals, sent, as you write, on
October 1.
