Message to F. Roosevelt (Correspondence Vol. 2, No. 137)
I feel that I must inform you that today I sent a message to Mr Churchill which reads as follows: "Today I received two messages from you.
"Although I had written to the President that V. M. Molotov would arrive in Cairo on November 22, I must say that, owing to reasons of a serious nature, Molotov will not, unfortunately, be able to go to Cairo. He will travel with me to Tehran towards the end of November. A number of military officers will also accompany me.
"It goes without saying that the Tehran meeting should involve only the three heads of the Governments as agreed. Participation of representatives of any other Powers should be absolutely ruled out. "I wish you success in your conference with the Chinese on Far Eastern affairs. "November 12, 1943."
