Your message on post-war economic cooperation to hand. The problems of international economic cooperation, raised in Mr Hull's
Memorandum,

undoubtedly of great importance and merit attention. I think it quite timely to set up a United Nations
staff to study them
and to specify ways and means of examining the various aspects of international economic cooperation in keeping with the decisions of the

Moscow
and
Tehran conferences.
