I am in receipt of your message of April 16 concerning the texts of the broadcasts to the troops and the joint warning. I have no objection to the succession in which you propose releasing the messages. As to warning the Germans about the safety of prisoners of war, we can, no doubt, direct V. M. Molotov, Mr Eden and Mr Stettinius to reach agreement in Washington.
