I am in receipt of your message of June 19 about resuming diplomatic relations with Roumania, Bulgaria, Hungary and Finland. I see that you are still studying the matter. As for me I maintain as heretofore that there is no justification for further delay in resuming diplomatic relations with Roumania and Bulgaria.
