My dear Mr President,
I have received your message of July 20 about diverting the route of U.S. and Soviet traffic from Tehran to Berlin. The Soviet Government takes a favourable view of your proposal. The appropriate Soviet authorities have been instructed to discuss with U.S. representatives the technical problems arising out of the proposal. J. Stalin
