On the Organization of Operational Bureaus of the Council of People's Commissars of the USSR
In connection with the abolition of the State Defense Committee and the transfer of all its functions to the Council of People's Commissars of the USSR, the Politburo resolves:
1. To establish within the Council of People's Commissars of the USSR an Operational Bureau for the purpose of directing the day-to-day work of the people's commissariats and departments and for the resolution of urgent economic questions.
2. The Operational Bureau of the Council of People's Commissars shall be chaired by Comrade Beria L.P. and shall include Comrades Malenkov, Mikoyan, Voznesensky, and Kosygin.
3. The Operational Bureau shall meet no less than once every two weeks and shall report to the Chairman of the Council of People's Commissars on all its decisions.

В связи с упразднением Государственного Комитета Обороны для повседневного
оперативного руководства деятельностью наркоматов и ведомств образовать
оперативные бюро Совета Народных Комиссаров:
а) Оперативное Бюро Совета Народных Комиссаров по вопросам работы народного
комиссариата обороны, народного комиссариата Военно-Морского Флота,
сельскохозяйственных и пищевых наркоматов, торговли и финансов, а также
комитетов и управлений при Совете Народных Комиссаров СССР;
б) Оперативное Бюро Совета Народных Комиссаров по вопросам работы промышленных
наркоматов и железнодорожному транспорту.
По первому Комитету: Молотов (председатель), Вознесенский (заместитель), Микоян,
Андреев, Булганин, Шверник.
По второму: Берия (председатель), Маленков (заместитель), Вознесенский, Микоян, Каганович, Косыгин.
