I have received your message concerning the withdrawal of U.S. and Soviet troops from Czechoslovakia. I am sorry to say delivery was delayed because of the irregular functioning of the airline between Moscow and Sochi due to weather conditions.
I welcome your proposal for withdrawing the troops in November, all the more as it is in full accord with the Soviet plan for demobilisation and withdrawal of troops. Consequently we may consider that the withdrawal of Soviet and U.S. troops from Czechoslovakia will be

completed by December 1.
