The Council of Ministers of the USSR notes that, despite the constant assistance rendered to the Administration for the Construction of the Palace of Soviets regarding the construction of Moscow State University on the Lenin Hills and the 32-story administrative building in Zaryadye, preparatory work on said construction projects is proceeding extremely slowly.
Fulfillment of the annual plan for construction and installation work on objects connected with the construction of the university and the building in Zaryadye for the first three quarters of 1948 amounts to only 35%.
Attaching great importance to the timely expansion of work on the construction of Moscow State University and the 32-story building in Zaryadye, the Council of Ministers of the USSR resolves:
3. In order to strengthen the leadership of the Administration for the Construction of the Palace of Soviets and improve its work:
To appoint A.N. Komarovsky as head of the Administration for the Construction of the Palace of Soviets concurrently with his position as head of the Main Directorate of Industrial Construction of the Ministry of Internal Affairs of the USSR;
To relieve Comrade A.N. Prokofiev of the position of head of the Administration for the Construction of the Palace of Soviets;
To appoint Comrade A.P. Lepilov as deputy head of the Administration for the Construction of the Palace of Soviets and head of construction of Moscow State University, retaining him until January 1, 1949 concurrently in the position of head of Construction Administration No. 833 of the Ministry of Internal Affairs of the USSR;
To appoint Comrade A.V. Voronkov as deputy head of construction of Moscow State University.
4. To oblige Comrade A.N. Komarovsky to concentrate the main resources of the Administration for the Construction of the Palace of Soviets on the construction of Moscow State University, ensuring by February 1, 1949 the erection on the construction site of auxiliary enterprises and a workers' settlement, and to commence earthwork on the main structures in 1948.
5. To approve measures for rendering assistance to the construction of Moscow State University and the 32-story building in Zaryadye, in accordance with the Appendix (not published — Ed.).
6. To assign to the Minister of Internal Affairs of the USSR, Comrade S.N. Kruglov, daily monitoring and oversight of the construction work on Moscow State University and the 32-story building in Zaryadye, obligating him to render every possible assistance to these construction projects with the forces and means of the Ministry of Internal Affairs of the USSR.
7. To oblige Comrade A.N. Prokofiev to hand over within ten days, and Comrade A.N. Komarovsky to take receipt of, the affairs of the Administration for the Construction of the Palace of Soviets with the participation of a commission of the following composition: V.F. Mosolov (chairman), V.Ya. Grossman, A.D. Sergeev, V.F. Promyslov.

Совет Министров Союза ССР отмечает, что, несмотря на постоянно оказываемую Управлению строительства Дворца Советов помощь по строительству Московского государственного университета на Ленинских горах и 32-этажного административного здания в Зарядьи, подготовительные работы по указанным строительствам развертываются крайне медленно.
Выполнение годового плана строительно-монтажных работ по объектам, связанным со строительством университета и здания в Зарядьи, за 3 квартала 1948 г. составляют всего 35%.
Придавая большое значение своевременному развороту работ по строительству Московского государственного университета и 32-этажного здания в Зарядьи, Совет Министров Союза ССР постановляет:
3. В целях укрепления руководства Управлением строительства Дворца Советов и оздоровления его работы:
назначить начальником Управления строительства Дворца Советов Комаровского А.Н. по совместительству с должностью начальника Главпромстроя МВД СССР;
освободить т. Прокофьева А.Н. от должности начальника Управления строительства Дворца Советов;
назначить заместителем начальника Управления строительства Дворца Советов и начальником строительства Московского государственного университета т. Лепилова А.П., оставив его до 1 января 1949 г. по совместительству в должности начальника стройуправления № 833 Министерства внутренних дел СССР;
назначить т. Воронкова А.В. заместителем начальника строительства Московского государственного университета.
4. Обязать т. Комаровского А.Н. сосредоточить основные ресурсы Управления строительства Дворца Советов на строительстве Московского государственного университета, обеспечив до 1 февраля 1949 года сооружение на площадке строительства подсобных предприятий, рабочего поселка, и приступить в 1948 году к земляным работам по основным сооружениям.
5. Утвердить мероприятия по оказанию помощи строительствам Московского государственного университета и 32-этажного здания в Зарядьи, согласно Приложению (не публикуется. —
Ред.
).
6. Возложить на Министра внутренних дел СССР т. Круглова С.Н. повседневный контроль и наблюдение за работами по строительству Московского государственного университета и 32-этажного здания в Зарядьи, обязав его оказывать всемерное содействие этим строительствам силами и средствами министерства внутренних дел СССР.
7. Обязать т. Прокофьева А.Н. в декадный срок сдать, а т. Комаровского А.Н. принять дела Управления строительства Дворца Советов при участии комиссии в следующем составе: Мосолова В.Ф. (председатель), Гроссмана В.Я., Сергеева А.Д., Промыслова В.Ф.
