On behalf of the government of the USSR and personally, I congratulate you and, in your person, the friendly Mongolian people on the 25th anniversary of the proclamation of the Mongolian People's Republic. Over the past years, the Mongolian people, overcoming through persistent labor the legacy of the past — centuries of backwardness — have achieved great successes in raising the welfare and culture of their country.
I wish the friendly Mongolian people and their government further success in economic and cultural construction.

За истекшие годы монгольский народ, ликвидируя упорным трудом наследие прошлого — многовековую отсталость, достиг больших успехов в поднятии благосостояния и культуры своей страны.
Желаю дружественному монгольскому народу и его правительству дальнейших успехов в хозяйственном и культурном строительстве.
